On August 21, the Ministry of Public Security coordinated with the National Cyber Security Association (NCA) to organize a Conference to disseminate and guide the Law on Cyber Security and the Law on Protection of Personal Data to ministries, branches, organizations, and businesses at home and abroad.
The event is within the framework of practical activities in response to Vietnam Cyber Security Day with the theme "For a humane cyberspace for everyone".
Speaking at the opening of the conference, Lieutenant General Le Xuan Minh - Director of the Department of Cyber Security and High-Tech Crime Prevention, Ministry of Public Security, said that Vietnam is promoting digital transformation, developing science, technology and innovation in all fields; towards building a digital nation, where people are the center, data is the core resource, and cyberspace becomes an essential space for economic, cultural and social development.
According to the 2025 National Digital Index ranking, Vietnam is the fastest growing digital economy in the ASEAN region nationwide with a population of over 100 million people, achieving balanced development across five key pillars, including: infrastructure, innovation, data governance, cybersecurity and people.
Along with great opportunities, the risks and challenges of network security, data security, personal data leakage, cyber attacks, online fraud, and cybercrime are also increasing and becoming more complex. The issue of protecting network security and protecting personal data has become a key focus in the National Security Strategy to solve non-traditional security issues, especially human security and security of new spaces.
According to Lieutenant General Le Xuan Minh, 2025 is a milestone marking the Law on Network Security and the Law on Protection of Personal Data being promulgated. This is of strategic significance, creating a unified legal foundation for ensuring network security, data security, protecting personal data, protecting human rights, and the legitimate rights and interests of agencies, organizations, and individuals.
At the same time, meeting the requirements of state management, taking security as the core foundation, serving the sustainable development of the digital economy, digital society and safe digital transformation in the new period.
From there, contributing to protecting national sovereignty in cyberspace associated with data sovereignty, protecting national security, social order and safety; promoting the development of science and technology, infrastructure, and techniques in the direction of security, safety, autonomy, and Vietnamese identity.
These are two laws that have a close complementary relationship with each other, going hand in hand in the process of compliance because ensuring system network security is a technical condition of protecting personal data, protecting personal data is protecting the core data in each system.
I believe that when each individual is the central nucleus of cyberspace, the task of building and developing a secure, safe, healthy, and civilized cyberspace will be a key factor contributing to bringing a peaceful and happy life to each person" - Lieutenant General Le Xuan Minh emphasized.
The conference is designed with three key content sessions, including disseminating the Law on Network Security, disseminating the Law on Protection of Personal Data and a seminar on the roadmap for complying with the Law on Network Security with the theme "Reliability in protecting personal data - New competitiveness in the data era".
