The People's Committee of Hai Duong province has just issued a plan to implement Resolution 03/NQ-CP of the Government and Action Program 113-CTr/TU of the Provincial Party Committee on implementing Resolution 57-NQ/TW of the Politburo on breakthrough development of science, technology, innovation and national digital transformation in Hai Duong province.
According to the set plan, by 2030, Hai Duong will be in the group of 20 localities leading the country in the application, transfer of science, technology and innovation with potential, level of science, technology and innovation to reach advanced level in a number of important fields.The qualifications, technological capacity, innovation of enterprises and in some sectors and fields meet regional, national and international qualifications.
Science, technology and innovation have developed firmly, truly becoming a driving force for economic growth, contributing to building Hai Duong province into a modern, beautiful, civilized industrial province with a rapid and sustainable socio-economic development associated with firmly ensuring national defense and security. The contribution of total factor productivity (TFP) to economic growth is 55% or more. The scale of the digital economy reaches 30% of GRDP or more.
The rate of online public service use by people and businesses reached 100%; non-cash transactions reached 90%.The rate of enterprises with innovation activities reaches over 40% of the total number of enterprises.Science, technology and innovation contribute significantly to building and developing the cultural, social and human values of Vietnam, contributing to the Human Development Index (HDI) strive to reach 0.8.
Develop digital government, digital economy, digital society, digital citizens, digital cultural industry to reach a high average in the country.Hai Duong belongs to the provinces that ensure safety, cyberspace security, data security and data protection.
By 2045, the province's science, technology, innovation and digital transformation will develop firmly, contributing to making Hai Duong a province with a diverse economy and development at a good level compared to other localities in the country.
The innovation index has been improved, raising it to the group of 15 leading provinces by 2035 and the group of 10 leading provinces nationwide in 2045.Hai Duong has a digital economic scale of 50% of GRDP or more.The rate of digital technology enterprises is outstanding compared to the provinces in the Red River Delta.
