After implementing the consultation on the Draft Resolution amending and supplementing a number of articles of the 2013 Constitution on the VNeID application, Hai Duong province has achieved impressive results: 4,562/1,290,087 people with level 2 electronic identification participated (reaching a rate of 0.354%), rising to 3rd place nationwide.
This result is a clear evidence for the drastic and close guidance of the Provincial Party Committee and People's Committee of Hai Duong Province; The high consensus of the people in the area and especially the core role of the provincial police force, of which the owner is the Police Department of Administrative Management of Social Order and the Police of communes, wards and townships.
Immediately after receiving instructions from superiors, the Department of Administrative Police on Social Order quickly advised on the synchronous implementation of many solutions: coordinate with the People's Committees of districts, towns and cities to organize conferences to disseminate and deploy the collection of public opinions; build radio files in communes, wards, video instructions, illustrative graphics; directly instruct people on how to use comments on the VNeID application.
Along with that, specialized teams were established, directly to the grassroots to inspect, urge and support the Commune-level Police to guide people to do so.
At the headquarters of the People's Committees of communes, wards and townships, the police force coordinated with the security and order forces to guide citizens to manipulate on VNEID application. After the initial surprises, people manipulated, sending sincere and built opinions to improve the Constitution and the legal system.
Not only stopping at providing guidance at administrative headquarters, the Commune-level Police also go to public areas, where crowded places, to each household, especially supporting the elderly and those who are not used to using technology. Thanks to that, the sense of responsibility and mastery of the people is clearly promoted.
The application of digital technology in the activity of giving comments on amending the Constitution not only helps Hai Duong people access easily and conveniently but also expands the scope and improves the quality of feedback.
