
The Prime Minister has signed and issued Decision No. 1033/QD-TTg approving the Digital Economy and Digital Society Development Program for the period 2026 - 2030.
This is a national program of great significance in implementing the major policies of the Party, especially Resolution 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation.
Accordingly, the program aims to make science, technology, innovation and digital transformation the main driving force to promote rapid and sustainable economic growth in the new period.
The program is built according to an overall, comprehensive and inclusive approach, promoting digital transformation throughout the economy and social life. The scope of implementation covers many key industries and fields such as agriculture, industry, trade, logistics, energy, education, health, finance and banking, culture and tourism.
Notably, the program also expands to emerging areas such as data economy, artificial intelligence, low-level space economy and space economy. These are areas identified as creating new growth room for the economy in the context of strong digital transformation taking place globally.
By 2030, the program aims for the digital economy to contribute about 30% of GDP. The State will support at least 500,000 small and medium-sized enterprises to implement digital transformation, form at least 5 data platforms and ensure that 100% of people aged 14 and over have electronic identification accounts.
In parallel with that, at least 10 million people of working age will be trained in basic digital skills to meet the requirements of human resource development in the digital economy.
To realize these goals, the program sets out 27 national targets and sectoral and field targets by 2030, and assigns 115 key tasks and solutions to ministries, branches, and localities to implement nationwide.
The tasks focus on perfecting institutions and legal corridors, developing modern digital infrastructure, building digital platforms and digital ecosystems, developing data economy, promoting the application of artificial intelligence, ensuring network security, developing digital human resources, digital citizens and digital technology businesses.

In this program, the Ministry of Science and Technology is assigned to be the focal agency to preside over and coordinate the implementation nationwide. The Ministry will coordinate with ministries, branches and localities to ensure synchronization in the development of digital infrastructure, digital data, digital platforms as well as digital economy and digital society development programs in each field.
According to assessments, the promulgation of the Digital Economy and Digital Society Development Program for the period 2026 - 2030 marks a shift from the foundation-building stage to the comprehensive development stage of the digital economy and digital society in Vietnam.
The promulgation of the Digital Economy and Social Development Program for the period 2026 - 2030, along with the Digital Government Development Program, has completed the framework for the development of three national digital transformation pillars including Digital Government, Digital Economy and Digital Society.
