This morning (September 2), General Secretary To Lam chaired a conference to review the work in the first 6 months of the year and the key tasks in the last 6 months of 2025 of the Central Steering Committee on science, technology development, innovation and digital transformation (Steering Committee).
Also attending the Conference were Politburo members: Prime Minister Pham Minh Chinh; Standing member of the Secretariat Tran Cam Tu. Politburo members, Party Central Committee Secretaries: Head of the Central Organization Committee Le Minh Hung; Head of the Central Propaganda and Mass Mobilization Committee Nguyen Trong Nghia; Chairman of the Central Inspection Committee Nguyen Duy Ngoc.

Also attending were Politburo members: General Phan Van Giang - Minister of National Defense; General Luong Tam Quang - Minister of Public Security; Prof. Dr. Nguyen Xuan Thang - Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council. Secretaries of the Party Central Committee: Chief of the Party Central Committee Office Le Hoai Trung; Head of the Central Committee's Policy and Strategy Committee Tran Luu Quang.

Speaking at the opening of the Conference, General Secretary To Lam emphasized that today, the Central Steering Committee held a preliminary meeting for the first 6 months of 2025 to assess the implementation of Resolution 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation and national digital transformation.
This is a Resolution of strategic significance, shaping the path for rapid and sustainable development of the country in the new period, especially in the context that we are making efforts to complete the goals of the term and the two-level local government model that has been officially operated in 34 provinces and cities since July 1, 2025.

General Secretary To Lam highly appreciated the standing agency and the Steering Committee for being very proactive, advising and issuing plans to implement Resolution 57 and at the same time launching 3 digital platforms today (Communist Party of Vietnam Electronic Information Portal; Information system to monitor and evaluate the implementation of Resolution 57-NQ/TW; Information system to receive and handle feedback, recommendations, initiatives, solutions for developing science and technology, innovation and national digital transformation) as very important tasks.
According to the General Secretary, the above plans and platforms are a vivid demonstration in implementing the Party's policies and resolutions, opening up a more scientific, modern, transparent and effective way, shifting from traditional methods to applying digital technology, directing operations based on data, real-time, effectively evaluating, clearly defining collective responsibility, related personal responsibility.

"In 2025, we must both create foundations for developing science and technology, innovation, digital transformation in the new context, and immediately apply them to socio-economic development with the goal of achieving GDP growth of 8% and immediately apply them to operate local governments at both levels. Therefore, the tasks are many strategic tasks but there are very urgent tasks that need to be implemented immediately" - the General Secretary emphasized.

General Secretary To Lam suggested that delegates promote high responsibility, focus on in-depth, frank discussions, do not avoid, clarify bottlenecks, carefully analyze the causes and most importantly, propose breakthrough, drastic, feasible solutions to create substantial, strong, measurable changes in the development of science, technology, innovation and national digital transformation in the last 6 months of the year and the following period.
