Hung Yen Provincial People's Committee has just issued a Plan to train, foster, and build a team of cadres, civil servants, and public employees in science, technology, innovation, and digital transformation in Hung Yen province to 2030.
The goal is to popularize and improve awareness, knowledge and skills about science, technology, innovation, data, artificial intelligence (AI), information security and digital transformation for cadres, civil servants, and public employees.
In which, the focus is shifted from "knowing how to use tools" to applying technology to innovate leadership, management, public service performance and public service provision methods.
The province aims to build a team of digital leaders, advisory staff and core experts capable of organizing, deploying, supervising and spreading innovation and digital transformation in each industry, field, and locality.
At the same time, standardize the knowledge and digital skills framework according to each target group and job position, as a basis for surveying needs, developing programs, organizing training and evaluating results.
According to the plan, by the end of 2026, Hung Yen province will complete the construction of a digital knowledge and skills framework for cadres, civil servants, and public employees.
The province strives for 100% of cadres, civil servants, and public employees under its management to be disseminated, trained or evaluated to achieve equivalent levels of digital awareness, basic digital skills, using shared digital platforms and information security.
For full-time officials in charge of information technology, data and information security, the goal is that 100% are trained and professionally updated at least once a year and participate in appropriate drills or competency tests.
By the end of 2030, 100% of agencies and units will complete the digital competency framework according to job positions and include digital training needs in the annual training and development plan. 100% of newly recruited civil servants will complete the basic digital competency training program before being appointed to the official civil servant rank.
The province also strives for at least 25% of officials with expertise and experience in science, technology, innovation or digital transformation in the leadership team of each agency and organization, in accordance with task requirements; the proportion of leaders and managers at all levels who are trained and updated with knowledge and skills on digital transformation and digital economy reaches 10% or more.
Notably, 100% of training programs on science, technology, innovation and digital transformation with AI application content suitable for each target group are evaluated for input and output; at least 70% of students have proof of application after training.
The plan also requires that training and fostering must be based on job positions, civil servant rank standards, professional titles of public employees and leadership and management positions; not organized scattered, overlapping or heavily theoretical. At least 50% of the skill program time is for practice, situation handling or application products.
In 2026, the province will organize surveys, surveys, and assessments of the digital capacity of all officials, civil servants, and public employees, focusing on information technology skills, digital skills, data exploitation, AI use, shared software and ensuring information security.
