Hung Yen science and technology create motivation for double-digit growth goals

Hung Yen - Hung Yen Department of Science and Technology deploys emulation movement to implement the sustainable growth goal of "2 digits".

Hung Yen Department of Science and Technology has just issued Plan No. 81/KH-SKHCN on implementing the Emulation Movement "Determined to successfully implement the goal of sustainable growth of '2 digits'" for the period 2026-2030.

The plan identifies science, technology, innovation and digital transformation as key driving forces, contributing to innovating the growth model, improving labor productivity, growth quality and competitiveness of the province.

According to the plan, the emulation movement is deployed widely, synchronously, regularly, with focus and key points in all civil servants, public employees and employees under the Department; associated with the implementation of political tasks, administrative reform, digital transformation, Party building, practicing thrift, combating wastefulness and improving the effectiveness of public service performance. The results of task implementation are a measure to evaluate the effectiveness of the emulation movement.

One of the focuses is emulation to improve institutions, improve the effectiveness and efficiency of state management in science, technology, innovation and digital transformation. The Department strives for 100% of the tasks of building legal normative documents, projects, and programs to be completed on time or ahead of schedule; 100% of guiding documents are issued synchronously, ensuring quality. At the same time, there are initiatives, solutions or proposals to remove at least one bottleneck in institutions, mechanisms, and policies that are accepted or applied by competent authorities.

In the development of science, technology, digital infrastructure and data, the plan sets a target to strive for the contribution of total factor productivity (TFP) to growth to reach over 55%; the average growth rate of the science and technology service sector to reach about 12% in the period 2026-2030.

The Department also contributes to the implementation of goals by 2030 such as the proportion of added value of the digital economy reaching about 30% of GDP, 100% of the population covered by 5G, piloting 6G, mobile Internet access speed of about 200 Mb/s and fixed broadband Internet of about 400 Mb/s according to strategies, programs and plans of the Government.

Along with that, the movement focuses on promoting the development of the science and technology market, intellectual property, innovative startup ecosystem and science and technology enterprises; striving to have over 40% of enterprises implement innovation activities by 2030. The Department encourages enterprises to increase investment in research and development, technology innovation, and development of products and services with high added value, thereby improving productivity, quality and competitiveness.

Another content is to promote green transformation, develop a circular economy and apply science and technology to serve sustainable development; focus on researching, mastering, transferring and applying green technology, clean technology, energy-saving technology, efficient use of resources, reducing greenhouse gas emissions and adapting to climate change.

The movement is implemented in 2 phases. Phase 1 from 2026 to 2028, organizing preliminary reviews according to regulations; phase 2 from 2029 to the end of 2030, summarizing in 2030.

The evaluation and evaluation of emulation are linked to the results of task implementation, new models, good practices, initiatives, and effective solutions; ensuring publicity, democracy, objectivity, compliance with regulations, focusing on rewarding those who directly perform tasks and collectives with creative and effective ways of doing things.

Through the emulation movement, Hung Yen Department of Science and Technology aims to create changes in management, research, application of science and technology, innovation and digital transformation; promote the spirit of responsibility, innovation, and creativity of civil servants, public employees and workers, contributing to improving productivity, quality of growth and implementing the province's sustainable growth goal of "2 digits" in the 2026-2030 period.
