The Government Office issued Notice No. 190/TB-VPCP dated April 21, 2025 on the conclusion of Party Central Committee member, Deputy Prime Minister Nguyen Chi Dung at the working session with the Vietnam Academy of Science and Technology ( acclamate Institute).
Regarding the organization of the apparatus and the staff, the Deputy Prime Minister suggested that the Academy continue to effectively implement Resolution No. 18-NQ/TW of the Central Executive Committee, considering this an opportunity to screen and rearrange the staff appropriately and effectively according to practical requirements.
Select outstanding scientists and research team leaders to guide and guide important scientific and technological tasks with contemporary value, in line with the development trends of science and technology in the region and the world.
For research areas that are highly specific and cannot be mechanistically cut, the Academy should proactively and promptly propose and coordinate with the Ministry of Science and Technology and the Ministry of Home Affairs to resolve them; in case of arising content beyond its authority, report to the Prime Minister according to regulations.
The Deputy Prime Minister suggested that the Academy focus on performing well the assigned tasks, being one of the leading consulting agencies of the State on policy making, development strategies for science, technology and socio-economics.
Closely monitor and proactively propose scientific and technological tasks related to major projects of the country such as high-speed railways, nuclear power, etc.
Continue to promote basic research activities, develop core technology, source technology, especially in the fields of: space technology, marine science, biotechnology, new materials, quantum, semiconductors, artificial intelligence, robots, autonomous vehicles, unmanned aerial vehicles (UAVs) ...
For applied research activities, pay attention to selecting areas where Vietnam has potential and advantages, closely linking research activities and market demand, bringing economic efficiency to society and serving the people.
Proactively propose and develop flexible and appropriate policies, create a good working environment to attract and retain domestic and international scientists, Vietnamese scientists working abroad to create leverage for research activities.
The Deputy Prime Minister noted to attract and connect with scientists from the Vietnam Innovation Network, effectively using the "gray matter" of Vietnamese experts and scientists in the country's development.
Regarding the commercialization of research results, the Deputy Prime Minister suggested that the Academy closely cooperate with businesses and the market in applied research and innovation activities; develop and propose mechanisms and policies to encourage businesses to invest in research and commercialization of science and technology products.
Develop technology testing areas and effectively connect with technology transfer centers across the country; set specific tasks and goals, strive to have at least 10 research products on the market each year within the next 5 years.
