
The ceremony to celebrate Vietnam Science, Technology and Innovation Day and the strategic technology deployment conference with the theme "Science, Technology, Innovation and Digital Transformation - The main driving force of the new growth model" was organized directly and online by the Ministry of Science and Technology with the participation and directing speech of Politburo Member, Prime Minister Le Minh Hung.
Speaking at the opening of the conference, Member of the Party Central Committee, Minister of Science and Technology Vu Hai Quan said that the world is entering a new stage of strategic competition, in which technology becomes a decisive factor in the competitiveness, position and level of self-reliance of each country.

According to the Minister, movements in artificial intelligence (AI), semiconductors, big data, biotechnology, quantum technology or smart manufacturing are profoundly changing the global economic structure, international supply chains and traditional development models.
In that context, science and technology and innovation are no longer just fields supporting development but are becoming the foundation of rapid and sustainable growth; are driving forces to improve labor productivity, national competitiveness and people's quality of life.
The Minister said that for science and technology and innovation to truly become a driving force for development, the important thing now is to unlock resources in the entire national innovation ecosystem, from scientists, businesses, research institutes, universities to resources in institutions, data, infrastructure and international cooperation.
According to the Minister, the Ministry of Science and Technology is continuing to improve institutions in the direction of promoting autonomy mechanisms for science and technology organizations, innovating financial mechanisms, developing science and technology markets and creating a more favorable environment for innovative businesses and technology startups to develop.
The Ministry of Science and Technology said that Vietnam is prioritizing the development of strategic technologies such as AI, big data, cloud computing, Internet of Things, semiconductor technology, blockchain, new generation biotechnology, quantum technology, UAVs and Make in Viet Nam platforms.
Also according to the Ministry of Science and Technology, 42 national science and technology programs are expected to be reorganized in a streamlined and functionally stratified direction into 6 major programs, in which the development of national strategic technology is identified as playing an important role in focusing resources on solving major technology problems of the country.
Speaking to direct the program, Prime Minister Le Minh Hung emphasized that the current development requirements of the country have identified science and technology, innovation and digital transformation as the foundation, driving force and top strategic breakthrough.

According to the Prime Minister, developing science and technology, innovation and digital transformation are important requirements to improve labor productivity, growth quality and competitiveness of the economy.
The Prime Minister requested the Ministry of Science and Technology and ministries and sectors to focus on effectively implementing the list of strategic technology and national strategic technology products; promote core technology development, improve the localization rate and technology autonomy capacity.
Prime Minister Le Minh Hung also emphasized that it is necessary to strongly shift from a scattered research mindset to orienting the creation of specific products, associated with practical needs and commercialization capacity.
According to the Ministry of Science and Technology, in the past time, the system of mechanisms and policies for science and technology, innovation and digital transformation has continued to be improved with 10 laws, 1 resolution and dozens of decrees, decisions and circulars to remove barriers to research, testing and commercialization of new technologies.
In 2025, Vietnam had more than 25,000 international scientific publications, an increase of 13.48% compared to 2024. Vietnam's Global Innovation Index ranked 44/139 countries and economies.
The digital economy currently accounts for about 14.02% of GDP. In the field of AI, Vietnam ranks 45th in the world, up 10 places compared to 2022. The digital technology industry achieved revenue of about 198 billion USD, while hardware and electronics exports reached about 178 billion USD.
At the conference, many presentations focused on the orientation of mastering core technology, developing digital platforms and promoting the commercialization of Make in Viet Nam technology products. These included contents related to cloud computing, network security, semiconductors, quantum technology, digital identification and application of biotechnology in agriculture.
