
Speaking at the Conference to summarize the work in 2025 and deploy tasks in 2026 of the Ministry of Science and Technology on December 26, Deputy Prime Minister Nguyen Chi Dung acknowledged the great efforts of the industry in a year that is considered to be "starts the ahead" for a new era of national development.
According to the Deputy Prime Minister, 2025 is of special significance in the country's development process. In the context of fierce strategic competition in semiconductor chips, artificial intelligence and green energy, Vietnam has proactively built a new growth model based on intelligence and technology platforms.
The most outstanding achievement of the industry in the past year was the breakthrough in institution building. The Ministry of Science and Technology has taken on the role of focal point in implementing Resolution 57 of the Politburo with an unprecedented workload. The important laws and policies passed have removed barriers, unleashed creative potential and enhanced the position of national science and technology. Technology industry revenue will grow by about 25% compared to 2024.
State management work has also had a fundamental shift, from the thinking of giving to the thinking of serving creativity. Efficiency and output results gradually become the main measures of research and science and technology governance activities.
However, the Deputy Prime Minister frankly acknowledged that the contribution of science and technology to growth has not yet created a clear breakthrough. Digital infrastructure, 5G and satellite internet are still slow to deploy. Some policy mechanisms have not been put into practice as desired. The fear of mistakes and cultural limitations in accepting risks still exist.
Entering 2026, the Deputy Prime Minister requested the entire industry to thoroughly implement the motto of action: "Breakthrough and spreading results". This must be a year of strong change from " do it" to " do it to the point".
The Deputy Prime Minister suggested that the Ministry of Science and Technology focus on five key task groups. "One is to complete the entire decree and circular guiding the implementation of the law in the first quarter of 2026, bringing the institution into life. The second is to focus resources on developing data infrastructure, strategic technology and high-quality human resources, especially implementing six selected groups of strategic technology products. Third, take enterprises as the center of the innovation system, the state creates the environment and shares risks. Four is to promote the business model originating from institutions and schools associated with product commercialization. Fifth is to promote the connection of science and technology with digital transformation and Project 06 to effectively exploit national data resources" - the Deputy Prime Minister shared.

Receiving the direction of the Government, Minister Nguyen Manh Hung affirmed that 2026 will be the year to accelerate the implementation of Resolution 57 with specific and measurable results. The Ministry will strongly shift from input investment to ordering products and scientific and technological solutions according to actual output. Expanding the testing space will encourage innovation and promote technological autonomy.
The Minister also proposed shifting the position of the science and technology industry from the socio-cultural sector to the technology industry sector to create a stronger "push" for productivity growth and industrial development.
At the Conference, Deputy Prime Minister Nguyen Chi Dung also expressed his confidence in the team of Vietnamese intellectuals and scientists. With the spirit of solidarity and aspiration to contribute, the science and technology industry is expected to create a clear breakthrough in 2026, contributing to bringing the country into a period of rapid and sustainable development.
