Recently, the Prime Minister issued Decision No. 1425/QD-TTg on the overall national digital architecture framework (version 1.0).
Exchanging about the meaning of the Architectural Framework, Ms. Mai Thuy Ngan - Director of the Center for Technology - Digital Government, National Digital Transformation Department (CĐS), Ministry of Science and Technology - emphasized that this is a national-level architectural framework, a common standard for agencies in the political system to build and update their architectural framework.
According to Ms. Mai Thuy Ngan, the Digital National Overall Architectural Framework can be visualized as an overall design, defining layers, components, principles and links between components.
The necessity of a common design stems from the fact that a digital nation cannot be formed by the addition of many discrete systems. If each agency invests and builds the system in its own way, scattered investment, overlap of platforms, databases and difficult inheritance may arise.
Data is also at risk of being inconsistent, causing difficulties for connection and sharing. When information has not been unifiedly exploited, people and businesses may have to provide information that state agencies already have.
DS efficiency is difficult to measure accurately if the evaluation still depends heavily on manual report compilation instead of data generated directly from the system operation process.
Therefore, the Architectural Framework creates common principles for agencies to jointly design, invest, connect, share and operate, forming a "common language" about architecture instead of one system per place.
The overall national digital architecture framework is built on the basis of Resolution No. 57-NQ/TW, Regulation No. 05-QD/BCĐTW and the legal system on IoT, data, personal data protection, artificial intelligence, and network security.
Along with that are related frameworks and criteria such as the National Data Architecture Framework, management framework, national data management, common data dictionary and national common digital platform list.
Accordingly, Party agencies, the National Assembly, the Vietnam Fatherland Front, ministries, branches, localities and related organizations will build their own architecture according to functions, tasks and authority. These frameworks are not combined into a single framework, but together comply with a structure of 4 layers: digital infrastructure and network security; core data and platforms; common applications and nghiệp vụ; interaction channels and efficiency measurement.
Throughout the 4 classes are 4 components including management, coordination and supervision; standards, regulations and general technical requirements; prioritizing AI application (AI First); taking data as the center (Data-Centric).
The overall structure both reflects the specific characteristics of each agency and ensures the ability to compare, connect, share, interlink and use together nationwide.
An important new point of Decision 1425/QD-TTg is the establishment of a common architectural standard at the national level and the principle of prioritizing investment for common use.
The core spirit is "build once, use many times", thereby limiting the formation of localized, closed systems and reducing duplicate investment.
Digital transformation projects also need to be placed in the overall existing platforms, data and systems to determine the ability to inherit, share, and connect. Efficiently operating systems are prioritized for inheritance; only consolidate, upgrade, or replace when truly necessary.
The overall national digital architecture framework places data at the center, identifying data as a strategic asset and platform for governance, operation, service provision and decision-making. Data must be guaranteed to be accurate, sufficient, clean, viable, unified and shared.
Agencies are prioritized to consider applying AI in appropriate processes for analysis, forecasting and automation.
However, AI does not replace human responsibility. For decisions affecting the legitimate rights and interests of organizations and individuals, AI is only supportive; agencies and competent persons are still the subjects responsible and make final decisions.
