On July 7, information from the People's Committee of Lao Cai province said that the 17th Provincial People's Council at the 3rd Session issued Resolution No. 13 stipulating criteria, conditions, order, procedures, content and level of support from the local budget for innovative startup projects in the field of digital technology industry in the province.
According to the Lao Cai Provincial People's Committee, the resolution was issued to concretize the Central Government's policy on developing digital technology industry, and at the same time create a mechanism to support organizations and individuals to implement innovative startup projects, contributing to the development of the province's innovative, digital transformation and digital economy ecosystem.
Projects considered for support must fully meet the criteria of innovation, creativity, applicability, product commercialization and be consistent with the local digital technology industry development orientation.
The Resolution stipulates many contents of support from the provincial budget. In which, the cost of training and developing human resources for the digital technology industry is supported 50% of the costs of training courses, digital technology skills training and creative startup business management skills, up to 500 million VND/project.
For research, development and trial production activities, the support level is up to 70% of the cost of research, product completion and testing, but not exceeding 2 billion VND/project.
Projects are also supported with 80% of consulting costs on business model, market, intellectual property, legal, financial and corporate governance, with a maximum level of 100 million VND/project.
Specifically, technology purchase and technology innovation activities are supported 50% of the cost of purchasing software copyrights, technology solutions, and patents directly serving the project, up to 1 billion VND.
In addition to funding support levels, the resolution also specifically stipulates beneficiaries, appraisal criteria, procedures for receiving, appraising and approving projects.
The budget will prioritize research, technology development, product completion, human resource training, consulting, intellectual property protection, investment connection and other necessary contents to improve the development capacity of innovative startup projects.
According to regulations, in cases where supported organizations, businesses or individuals do not implement or do not properly implement the committed contents, they must return the corresponding funds.
For cases arising due to objective, force majeure reasons and confirmed by competent authorities, handling will be carried out in accordance with the provisions of law on the state budget and related regulations.
