On July 24, Lao Cai Provincial People's Committee issued a plan to build a common data warehouse and an open data portal, and launched the "90-day Campaign to build a database for Lao Cai province".
This is considered an important step to form a unified data platform, serving the direction, administration and promotion of digital transformation in the area.
According to the plan, the province's shared data warehouse will be completed and put into operation from November 1, 2026.
The system has the task of focusing on collecting, storing, managing and sharing data of agencies and units, creating a unified data source to serve state management activities as well as the information exploitation needs of people and businesses.
The data warehouse will be deployed on the cloud computing infrastructure of the Provincial Data Integration Center, connected to agencies through a dedicated data transmission network, ensuring synchronous data sharing and exploitation capabilities.
To standardize data throughout the province, departments, agencies, branches and localities will review all existing databases, build a list of databases and a Data Dictionary according to the guidance of the National Data Center.
The Data Dictionary will unify the structure, data field, update rules, sharing and exploitation, creating a connection platform between information systems.
The highlight of the plan is the "90-day campaign to build the Lao Cai province database", taking place from August 1 to October 30, 2026.
During this time, each agency and unit will register to build from 1-3 databases; strive after the campaign ends to have at least 3 databases meeting the criteria "correct, sufficient, clean, live, synchronous, unified" and integrated into the common data warehouse of the province.
According to the roadmap, before July 30, 2026, Lao Cai will complete the installation of the Common Data Warehouse, Open Data Portal, data visualization system and issue management and operation regulations.
Before July 31, 2026, the Provincial People's Committee will approve the Database List and Data Dictionary; the launching ceremony of the 90-day Campaign is expected to be held on the same day.
In the process of deployment, specialized software will be connected and integrated with the Common Data Warehouse; data will be tested, compared and collected before October 30, 2026.
