According to the assessment of the Ministry of Science and Technology, the implementation of digital transformation tasks, science and technology development and innovation in the spirit of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology development, innovation and national digital transformation has had clear changes, shifting from the policy launch stage to organizing substantive implementation.
Mr. Le Anh Tuan - Deputy Director of the National Digital Transformation Department (Ministry of Science and Technology) said that the implementation of Resolution 57 has shifted from the stage of building policies to organizing implementation through specific mechanisms and policies. Many contents on human resource development, digital infrastructure, data, strategic technology and support for innovative businesses have been concretized by ministries, branches, and localities into programs, projects and action plans suitable to reality.
According to Mr. Le Anh Tuan, to realize the objectives of Resolution 57, in the past time, many important policies have been continuously issued, creating a foundation for the development of science, technology, innovation and digital transformation. Among them are Decree No. 179/2024/ND-CP on attracting and valuing talented people; Decree No. 231/2025/ND-CP stipulating the selection, use and valuation of national science, technology, innovation and digital transformation human resources; Decree No. 249/2025/ND-CP on mechanisms and policies to attract experts in these fields; and Decree No. 263/2025/ND-CP guiding the mechanism of autonomy and self-responsibility of science and technology organizations.
In addition, the Ministry of Science and Technology has also approved the Excellent Research Student Support Program for the period 2026-2030 (VREF), applying a special funding level of up to 1 billion VND per year for a maximum of three years for young scientists with outstanding achievements.
Although positive results have been achieved, according to the Deputy Director of the National Digital Transformation Department, the implementation progress between ministries, sectors, and localities is still not uniform. Some tasks are still slow, and the quality of advice and implementation organization has not fully met the set requirements.
According to the assessment of the National Digital Transformation Authority, major bottlenecks currently focus on many aspects. First of all, the institutions, criteria and guidelines for implementing a number of scientific, technological, innovation and digital transformation tasks are not truly synchronized.
The mechanism for allocating, using and disbursing resources still has certain obstacles, affecting the progress of task implementation. Data is still scattered, inter-connection and sharing capabilities are limited, reducing the efficiency of exploitation and use.

Another notable challenge is the shortage of high-quality human resources, especially in the fields of digital technology, data, artificial intelligence and semiconductors. Meanwhile, the role of ordering and participation of businesses in research, application and commercialization of scientific and technological results is still not really strong.
From the perspective of digital transformation, the National Digital Transformation Authority believes that Vietnam has gradually brought activities to the digital environment through many platforms and applications serving people. However, for all activities to operate in the digital environment, there is still much work to be done, from building and standardizing data, developing common platforms to standardizing nghiệp vụ and administrative processes and forming digital culture.
Notably, the current data quality does not fully meet the requirements of "correct, sufficient, clean, live, unified, shared". Inaccurate data, lack of real-time updates will reduce the value of databases and limit the ability to automate nghiệp vụ processes.
In addition, the progress of building some important databases on land, construction, health, and social security is still slow, posing a risk of affecting the overall efficiency of the national digital transformation process if not resolved in time.
To solve the above-mentioned shortcomings, the Ministry of Science and Technology said it will continue to advise on synchronously completing the legal corridor; coordinate with the Ministry of Finance and relevant agencies to remove obstacles in the financial mechanism, ensuring resources for implementation.
Along with that is the promulgation and clear guidance of criteria, standards and procedures for science, technology, innovation and digital transformation tasks; promoting the development of data, digital infrastructure and shared platforms; prioritizing strategic technologies and products that can be immediately applied in practice.
One principle emphasized is to link the responsibility of the head with the results of implementation in the spirit of clear work, clear people, clear progress, clear results. At the same time, all policies and tasks take the people and businesses as the center, taking output efficiency and practical impact as a measure for evaluation.
The transition from the policy-making stage to organizing practical implementation is considered an important step forward of Resolution 57. However, to create stronger breakthroughs in science, technology, innovation and digital transformation, bottlenecks in institutions, data, human resources and resources need to be continuously removed synchronously in the coming time.
