Internet resources gradually complete legal corridor

Within the framework of the regular press conference in January 2026 of the Ministry of Science and Technology, Ms. Tran Thi Thu Hien - Deputy Director of the Vietnam Internet Center shared and clarified the new points and significance of Circular 48/2025/TT-BKHCN on management and use of Internet resources.

According to Ms. Tran Thi Thu Hien, Circular 48 is built on the basis of thoroughly grasping the major policies of the Party and State on digital transformation, private economic development and administrative procedure reform. The Circular also concretizes the Government's regulations in Decree 147/2024/ND-CP on management, provision, and use of Internet services and information on the network, as well as Decree 115/2025/ND-CP on management of Internet resources and auctioning the right to use telecommunications codes, numbers, and national domain names ".vn".

A noteworthy content of Circular 48 is the promulgation of the National Domain Name List ".vn" level 2 for common use according to administrative boundaries. This is to ensure compliance with the plan to arrange provincial-level administrative units according to Resolution No. 202/2025/QH15 of the National Assembly, according to which the number of provinces and centrally-run cities is arranged from 63 to 34.

This is important because administrative domain names are not only'addresses' but also a digital identity component of the locality in public administration and service provision," Ms. Tran Thi Thu Hien emphasized.

Circular 48 also institutionalizes the policy of developing the private economy according to Resolution No. 68-NQ/TW, in which the domain names ".biz.vn" and ".id.vn" are oriented to play a leading role. This is the basis for implementing the Program to promote and support people, businesses and household businesses to have reliable and safe online presence through the national domain name ".vn" in the period 2026-2030.

Notably, the Circular expands many new domain names to meet development needs in the context of the digital economy and digital society. Specifically, the AP.VN suffix serves the development of software, applications and digital platforms; AD.VN serves advertising, marketing, design, content creation and digital brand building; ON.VN serves online activities such as e-commerce and digital learning.

Along with expanding the domain name space, Circular 48 promotes comprehensive digital transformation in Internet resource management. Registration procedures are simplified, fully online, entity authentication through identification and electronic authentication, in line with the spirit of administrative reform in Resolution No. 66/NQ-CP of the Government.

According to Ms. Tran Thi Thu Hien, Circular 48/2025/TT-BKHCN can be seen as the "last important piece" to complete the legal corridor on Internet resource management in a modern, public, transparent and effective direction. The Circular takes people and businesses as the service center, while strengthening identification, responsibility and compliance in the process of registering and using Internet resources.

The issuance of the Circular not only contributes to expanding the national .vn domain name ecosystem, but also helps minimize abuse, protect the legitimate rights and interests of entities participating in the digital environment. At the same time, the Circular orients the development of new generation Internet infrastructure in a safe and sustainable direction, with a focus on safe roaming with RPKI and comprehensive conversion to IPv6, meeting the requirements of digital economy and digital society development in the new period.
