On August 21, Mr. Cao Van Cuong - Vice Chairman of Thanh Hoa Provincial People's Committee signed and issued a plan to implement Resolution No. 66.22/2026/NQ-CP dated July 9, 2026 of the Government on developing digital citizens in Thanh Hoa province.
According to the plan, Thanh Hoa province identifies people as the center, subject, resource and driving force of the digital transformation process. The development of digital citizens is associated with building digital government, digital economy, and digital society; effectively exploiting the National Population Database, electronic identification and authentication systems to improve the quality of service for people and businesses.
One of the key tasks is to propagate and guide 100% of eligible citizens to register, activate and use level 2 electronic identification accounts; increase the percentage of people using electronic identification accounts to carry out administrative procedures, electronic transactions and access digital utilities.
Thanh Hoa aims to promote the integration of important information and documents of citizens on the VNeID application, initially including 5 basic information groups: birth certificate; bank card information, payment account, electronic wallet or mobile money account; social security account; mobile subscriber number information; electronic health book.
Along with developing electronic identification accounts, the province requests to review and restructure administrative procedures in the direction of exploiting existing data, reducing paperwork, and limiting people having to provide back information that has been digitized. The province's information system for resolving administrative procedures will be updated to meet the requirements of implementing policies on digital citizens.
In the field of digital skills, the province requires 100% of officials, civil servants, and public employees directly handling administrative procedures to be trained on exploiting and using VNeID, public digital signatures and digital utilities. Forces at the grassroots level such as the Community Digital Technology Team, Youth Union, Women's Union, and Commune-level Police are promoted to play a role in supporting people to access technology.
The plan also focuses on supporting vulnerable groups such as the elderly, people with disabilities, ethnic minorities, and people in remote and isolated areas to access digital services. The commune-level People's Committee is assigned to direct forces to directly guide people to register identification accounts, integrate papers, use digital signatures, electronic payments and online public services.
Notably, Thanh Hoa province requires ensuring network security, protecting personal data during the implementation process; not allowing data leakage or serious incidents to affect the provision of digital services to people.
According to the plan, the implementation time lasts from August 15, 2026 to February 28, 2027, in which the Provincial Police is the standing agency, presiding over advising on implementation, monitoring, guiding and summarizing implementation results.
