The members include Directors of Departments: Finance; Construction; Agriculture and Environment; Justice; Head of the Provincial Economic Zone Management Board and Chief of Office of the Provincial People's Committee.
Depending on the requirements of tasks, related fields and management areas for each specific project, the Steering Committee will invite Directors (Heads) of a number of provincial departments and branches and Chairmen of relevant Commune and Ward People's Committees to participate and coordinate implementation.

The Department of Finance is the standing agency of the Steering Committee; presides over advising on the development of operating regulations and assigning tasks to members of the Steering Committee.
Proactively compile a list of investment projects by industry group and field of investment in the province that need to be focused on directing.
Summarize, monitor the situation, progress and review, advise on handling problems of projects according to the direction of the Provincial People's Committee; periodically report to the Steering Committee, Provincial People's Committee on Fridays every week, 25th of each month and unexpectedly when problems arise.
