Improving operational capacity
On May 23, the People's Committee of Quang Binh province held a conference to deploy the task of improving the innovation index (PII).
The program includes presentations by experts from the Innovation Support Center on PII index calculation methods, analysis of PII Index results in 2023-2024 and proposal for improvement solutions.
In addition, the contents come from the Department of Science and Technology, the Department of Finance, the Department of Industry and Trade, the Department of Agriculture and Environment, the Department of Education and Training and the Provincial Economic Zone Management Board, focusing on the key contents such as improving the quality of human resources, improving the investment environment, promoting export, promoting technological innovation in agricultural production, industry and services. The conference is a forum for departments, branches and localities to exchange, share experiences and identify synchronous and practical solutions to improve the provincial position on the national innovation map.

Vice Chairman of Quang Binh Provincial People's Committee Hoang Xuan Tan highly appreciated the serious and responsible working spirit of the delegates, especially the analysis and practical proposals from the Innovation Support Center - the unit that builds and operates the PII index.
Mr. Tan emphasized: "The assessments and solutions presented at this conference are an important basis for the province to build breakthrough steps, in line with actual conditions to promote socio-economic development based on science, technology and innovation".

Although the province has identified science and technology as a key driving force, the results show that there are uneven fields, some component indexes are still low, especially in the group of technology transfer, innovation business development and innovation management capacity.
This conference is not only to accurately identify bottlenecks but also an opportunity for relevant units to sit down and develop solutions for improvement.
Mr. Hoang Xuan Tan affirmed: PII is a comprehensive index, comprehensively reflecting the local socio-economic development model based on innovation. Each low index not only affects the ranking but is also a warning sign of endogenous capacity and adaptability of the province's economy".
Therefore, the Vice Chairman of the Provincial People's Committee requested departments, branches and sectors to base on assigned tasks to concretize into clear action plans, with the dual goal of: maintaining high-resulting component indexes and improving weak index groups, especially in key areas such as business support, innovation infrastructure, and human resource development.
Promoting innovation linkages
The Vice Chairman of the Provincial People's Committee suggested that units focus on carefully studying the solutions proposed in the conference to advise the Provincial People's Committee to issue appropriate policies and mechanisms, especially in the low-ranking index group.
The agencies assigned to be in charge of each index need to develop specific action plans.
Departments, branches, units and localities assigned to be in charge of the indicators need to develop a plan to maintain high-ranking component indicators, while improving and overcoming weak component indicators.
This is also a testament to the province's clear political commitment to raising competitiveness, improving quality of life and taking the lead in digital transformation in the new period.
