Adjust the State budget estimate for 2025 to allocate at least 3% of total budget expenditure for science, technology, innovation, national digital transformation and gradually increase in the following years. Focus on increasing the content of science and technology in products and goods...

This leads to the connection of supply and demand of science and technology not meeting the expectations of businesses.
