
Recently, many users have begun to receive notifications related to verifying subscriber information by biometrics. Many questions are raised about who needs to verify, when to do it and if not, will it affect usage or not. In fact, each case has a different handling method, making many people confused when approaching new regulations.
Ms. Nguyen Ha Linh (Hanoi) said that she is using a stable phone number for many years but still receives notifications of information updates. "I thought it was just a new SIM, I just had to do it. The number has been used for a long time and I also have to re-verify it, which is quite surprising," Ms. Linh said.
Meanwhile, Mr. Tran Quang Huy (Bac Ninh) is confused when using two phone numbers in parallel. "I have two SIMs, I don't know if they are both authenticated or if I only need one main number," Mr. Huy shared.
In another case, Ms. Le Thu Trang (Hung Yen) said that she is using a phone number issued by the company and it is unclear whether verification will be carried out by individuals or businesses. "I use this number to work, in the name of the company. If I have to verify, I don't know how to do it," Ms. Trang raised the issue.
Many users are also concerned about whether changing phones affects the use of SIM cards, especially in the context of new regulations linking authentication to the device used.
Vinaphone network operator informed that from April 15, 2026, mobile subscribers who have not completed verification or have information that does not match the national population database may be restricted from service according to regulations. Verification requires ensuring the matching of 4 information fields including personal identification number, full name, date of birth and facial image.
However, not all subscribers must re-verify immediately. For numbers that have been standardized and have no data errors, users only need to check the information when there is a notification from the system. However, in cases of new registration, information updates, or when changes arise such as switching SIM to another device, users will be required to carry out verification according to regulations.
Currently, users can carry out verification through many forms such as the VNeID application, the network operator's application or directly at transaction points. For new subscribers, customers need to use a chip-based citizen identification card or VNeID level 2 account to complete the procedures.
Notably, from June 15, 2026, when the SIM is used on a device different from before, the system will require re-verification of the face within a certain period of time. If not completed, the subscriber may be temporarily suspended from the dial call according to regulations.
For users with multiple subscriber numbers, each number must be verified separately. From the second subscriber onwards, the system can request confirmation via an OTP code sent to the number being used to ensure ownership.
In case the subscriber is in the name of an organization or business, the actual user still has to carry out personal identification according to the prescribed information fields. For foreigners, verification is carried out through passports and comparison with entry and exit data, which can be carried out at the network operator's transaction point.
According to the roadmap, subscribers who have not completed verification or have incompatible information may be temporarily suspended from one-way service, then two-way service and proceed to recall numbers if not supplemented in time.
Vinaphone network operator believes that verifying subscriber information is a necessary step to ensure that each phone number is associated with the right user, thereby limiting the situation of non-genuine SIMs and fraudulent acts through telecommunications.
