Hanoi Traffic Police Department issued a road ban and traffic diversion plan to ensure security, order, and traffic safety to serve the 14th National Congress of the Party, taking place from January 19 to January 25 at the National Convention Center, No. 2 Thang Long Avenue, Tu Liem Ward, Hanoi City.
Road prohibition time, traffic diversion
Traffic diversion time is applied from 5:30 AM to 11:30 AM on January 14.
On the days from January 19 to January 25, road bans and vehicle restrictions are implemented according to time frames: from 6am to 8:30am, from 10:30am to 12:00pm, from 1pm to 2pm and from 4pm to 7:00pm.
Roads with temporary vehicle ban
In the above-mentioned time frames, functional forces temporarily prohibit all common trucks, specialized trucks and passenger cars with 16 seats or more from circulating on routes including: Pham Hung (section from Me Tri to Tran Duy Hung), Thang Long Avenue (the road adjacent to the National Convention Center, the section from Pham Hung to the right-hand side of Thang Long Avenue - Le Quang Dao), Tran Huu Duc, Le Duc Tho, Le Quang Dao, Do Duc Duc, Mieu Dam, Tran Duy Hung.
In addition, the roads temporarily banned also include: Khuat Duy Tien (section from Le Van Luong to Pham Hung), Nguyen Chi Thanh, Lieu Giai (section from Nguyen Chi Thanh to Phan Ke Binh), Dao Tan, Kim Ma, Van Phuc, Nguyen Thai Hoc, Tran Phu, Hung Vuong, Chu Van An, Hoang Dieu, Doc Lap, Le Hong Phong, Hoang Van Thu, Nguyen Tri Phuong, Dien Bien Phu, Le Duan (section from Dien Bien Phu to Nguyen Du), Hang Long, Tran Binh Trong, Tran Hung Dao (section from Quang Trung to Quan Su), Quan Su, Trang Thi.
Roads restricting vehicles
At the same time, traffic police restricted trucks and cars carrying passengers with 16 seats or more from circulating on the routes: Hoang Hoa Tham, Thanh Nien, Thuy Khue, Nghi Tam, Au Co, An Duong Vuong, Yen Phu, Tran Nhat Duat, Hai Ba Trung, Lang, Lang Ha, Le Van Luong, Khuat Duy Tien, Me Tri, Thang Long Avenue.
For Ring Road 3 elevated route, the section from Thang Long bridge to the intersection with National Highway 5A, from 6:00 AM to 9:00 PM on January 19-25, it is temporarily prohibited for cars with permitted tonnage of 10 tons or more.
Traffic diversion and navigation plan
During the time of road prohibition and vehicle restrictions serving the Party Congress, Hanoi Police organized traffic diversion and guided affected vehicles to move according to appropriate routes.
Vehicles from eastern provinces to western provinces proactively move along the Hanoi - Hai Phong highway, National Highway 5, turn onto the Thanh Tri bridge access road, Phu Dong bridge, to Ninh Hiep intersection, follow National Highway 3 to go to western provinces and vice versa.
Vehicles from the southern provinces to the eastern, western and northern provinces follow the Phap Van - Cau Gie expressway, to Do Muoi intersection, connecting Ring Road 3 elevated, Thanh Tri bridge, Hanoi - Hai Phong expressway access road or Phu Dong bridge, new National Highway 3, Hanoi - Bac Giang expressway to go in the corresponding directions.
Vehicles from the southern provinces to the Northwest provinces are guided to follow Ho Chi Minh Road, National Highway 21A to limit traffic into the inner city of Hanoi.
Vehicles from Phu Tho, Tuyen Quang, Lao Cai, Thai Nguyen, Cao Bang, Bac Ninh, Lang Son, Hung Yen, Hai Phong and other provinces are diverted through intersections, national highways and suburban highways to avoid the central area of Hanoi, ensuring safety and smooth traffic during the 14th Party Congress.

Tours with routes passing through the National Convention Center area and central roads need to calculate travel time earlier, strictly comply with the instructions of functional forces to avoid congestion and delays.
