Responding to this content, the Population Department (Da Nang Department of Health) said that on January 28, 2020, the Prime Minister issued Decision 588/QDTTg approving the Program to adjust birth rates to suit regions and subjects by 2030.
According to the Decision, Da Nang City (old) is one of 21 provinces/cities in the country with a low fertility rate (average number of children born to women under 2 children).
On March 16, 2021, the People's Committee of Da Nang City issued Decision No. 853/QD-UBND on approving the Plan to implement the Program to adjust birth rates in accordance with regions and subjects by 2030 in Da Nang City with 5 tasks and solutions implemented in each stage.
Including the proposal to adjust and perfect support and encouragement policies: Based on the support and encouragement contents for couples with 2 children, it is necessary to pilot according to the instructions in Point b, Clause 3, Section II, Article 1 of Decision No. 588/QD-TTg of the Prime Minister and the actual conditions in each locality, organize research, implement a pilot and gradually expand support and encouragement measures for couples with 2 children in low-income areas.
On January 25, 2021, the Ministry of Health issued Circular No. 01/2021/TT-BYT guiding a number of contents for localities to issue reward and support policies for collectives and individuals who have performed well in population work.
In Da Nang City, in the period of 2015-2019, the locality had a low birth rate (1.99 children/woman). In the first phase of the plan, the city focused resources on communication work to change behavior, raising awareness that each couple should have 2 children.
Therefore, in the past 5 years, Da Nang City has been ranked as one of the localities around the replacement fertility rate: 2.09 children/woman (20 2020); 2.02 children/woman (2021); 2.02 children/woman (2022); 2.03 children/woman (2023); 2.05 children/woman (2024).
With the current birth rate, Da Nang City has not piloted a policy to support and encourage women to give birth to 2 children before the age of 35.
In the coming time, based on the guidance of the Central Government and the actual situation of the locality, the City Population Department and related units will continue to advise the Da Nang City Department of Health to submit to competent authorities for research and re-evaluation of birth rates to propose pilot implementation and gradually expand appropriate support and encouragement.
