Clause 10, Article 3 of the Law on Marriage and Family 2014, amended and supplemented in 2025 stipulates: "10. Obstruction of marriage and divorce is the threat, psychological intimidation, torture, abuse, claim of property or other acts to prevent the marriage of a person who is eligible for marriage under the provisions of this Law or to force another person to maintain a marriage relationship contrary to their wishes.
Point b, Clause 2, Article 5 of the Law on Marriage and Family 2014, amended and supplemented in 2025 stipulates:

Point d, clause 1, point c, clause 2, Article 59 of Decree No. 82/2020/ND-CP dated July 15, 2020 of the Government stipulates:

1. A fine of between VND 3,000,000 and VND 5,000 shall be imposed for one of the following acts:

Based on Article 181 of the 2015 Penal Code stipulates:

In case after being administratively sanctioned for this act, they continue to violate, they will be subject to a warning, non-custodial reform for up to 03 years or imprisonment from 03 months to 03 years.
