Up to now, the Ho Chi Minh City Population Sub-Department has preliminarily statistically recorded the number of cases of women giving birth to two children before the age of 35 in Ho Chi Minh City receiving specific policy support as follows:
Regarding receiving policy support according to Resolution 40, there are 7,695 cases, with a support level of 3 million VND/case, with a total support budget of 23.085 billion VND. Regarding receiving policy support according to Resolution 32, there are 1,310 cases, with a support level of 5 million VND/case, with a total support budget of 6.55 billion VND. The total budget spent in 2025 when implementing policies according to Resolution 40 and Resolution 32 is 29.635 billion VND.
Also according to Mr. Trung, the city government spends money to encourage families to have more children because the birth rate (average number of children per woman of reproductive age) currently only reaches 1.51.
Although this figure is slightly higher than the level of 1.43 in 2024, it is still in the alarming range. In addition to bonuses, from April 15, 2026 to May 30, 2026, the health sector directly brings pre-marital health check-up services, prenatal screening and medical records for the elderly to 168 communes, wards, and special zones.
Pregnant women and the elderly, especially households in difficult circumstances, can easily access services right at their place of residence instead of having to go to higher-level hospitals. This program helps couples prepare best in terms of health and finance when deciding to have children, "piggybacking" on the new Population Law which will officially take effect from July 1, 2026.
