Belonging to the list of more than 9,000 women in Ho Chi Minh City who have received support and rewards when giving birth to 2 children before the age of 35 according to the city's population encouragement policy, Ms. N.T. D (34 years old, Thong Tay Hoi ward, Ho Chi Minh City) is happy because she has received encouragement money when she gave birth to her second child before the age of 35.
According to Ms. D, before that, she also heard this information but did not pay much attention. It was not until she made a birth certificate for the baby and was guided by ward officials that Ms. D took the steps to receive support and was approved for a sum of 5 million VND.
This is the amount of money I received in surprise, so I am happy because the state pays attention and has more money to take care of my child," Ms. D shared.
According to Mr. Pham Chanh Trung - Head of the Ho Chi Minh City Population Sub-Department, after summarizing and analyzing the population situation, in 2025, the city had more than 9,000 women giving birth in 2025 receiving support from the city budget. Specifically, 7,650 women received 3 million VND according to Resolution 40 and 1,310 women received 5 million VND according to Resolution 32.
The 2025 Population Law was passed by the National Assembly and takes effect from July 1, 2026. The Population Law marks a turning point in shifting the focus of Population work from Family Planning to Population and Development, playing a role in creating a solid legal corridor to maintain the replacement birth rate, reduce gender imbalance, adapt to population aging and improve sustainable population quality.
To solve the low birth rate situation in Ho Chi Minh City, the health sector calls on people to join hands and agree to support the correct implementation of the viewpoint from the Population Law - that is, each couple has the right to "decide on the time to give birth, the number of children and the interval between births suitable for the age, health condition, learning and working conditions, income and child raising of each individual and couple on the basis of equality".
According to Mr. Pham Chanh Trung, Ho Chi Minh City is in the process of population aging, when the proportion of people over 60 years old in the city has exceeded the 10% mark on the total population. To cope with the population aging process, the Ho Chi Minh City Health sector has been and is implementing synchronous solutions: Strengthening communication and education to change behavior, raise awareness, create a social environment for consensus to participate in elderly health care; Consolidating and completing the health care and medical examination and treatment service system for the elderly.
Throughout the campaign implementation period, the health sector will implement health check-ups, early detection of non-communicable diseases and establish health records for the elderly.
At the same time, Mr. Trung added that, according to the Ho Chi Minh City People's Council, Resolution 32 stipulates that women who have two children before the age of 35 are entitled to a one-time support of 5 million VND. The policy takes effect from September 1, 2025 and does not apply retroactively.
Previously, according to Resolution 40 issued on December 11, 2024, women who had two children before the age of 35 in Ho Chi Minh City (before the merger), if they had a second child in the period from December 21, 2024 to August 31, 2025, would be supported with 3 million VND. This policy only applies in Ho Chi Minh City before the merger, not for Binh Duong and Ba Ria - Vung Tau.
From September 1, 2025, the entire Ho Chi Minh City after the merger will apply a new support level of 5 million VND according to Resolution 32.
