Youme Law Firm LLC said that 7 salary tables (according to Decree 204/2004/ND-CP) according to the basic salary level that civil servants, public employees and armed forces are currently applying, include:
- Salary table 01: Senior expert salary table.
- Salary table 02: Professional and technical salary table for cadres and civil servants in state agencies (including cadres holding elected positions who are subject to salary classification according to administrative civil servant ranks and levels and receive allowances for leadership positions and civil servants in communes, wards and towns).
- Salary table 03: Professional and technical salary table for cadres and civil servants in state-owned enterprises.
- Salary table 04: Salary table for employees working in state agencies and state-owned enterprises.
- Salary table 05: Salary table for full-time staff in communes, wards and towns.
- Salary table 06: Salary table of military ranks of people's army officers; officers and non-commissioned officers of people's police.
- Salary table 07: Salary table for professional soldiers of the people's army and technical specialists of the people's police.
According to Conclusion 83-KL/TW in 2024, the implementation of salary reform under Resolution 27-NQ/TW in 2018 for cadres, civil servants, public employees and armed forces has many difficulties, obstacles and shortcomings, so it is necessary to review and study carefully, thoroughly and comprehensively; at the same time, it is necessary to amend and supplement many regulations of the Party and laws of the State to submit to the Central Committee for consideration and adjustment of some contents of Resolution 27 to suit the practical situation. Therefore, currently, cadres, civil servants and armed forces have not applied the new salary table but continue to apply 07 salary tables according to Decree 204.
However, in Sub-section 5.2 Section 5 Conclusion 83-KL/TW in 2024, the Politburo requested the Central Economic Commission to preside over the preliminary review of the implementation of Resolution 27-NQ/TW in 2018, in which it will coordinate with the Party Committee of the Ministry of Home Affairs and relevant ministries, branches and sectors to study and assess the suitability, feasibility and propose the implementation of 5 new salary tables and 9 new allowance regimes of the public sector for submission to the Central Committee for consideration after 2026 when the Politburo promulgates and implements the system of Job Position Lists in the political system.
If the plan is implemented and remains unchanged, 05 new salary scales by job position (Based on Section 3.1, Section 2, Resolution 27-NQ/TW in 2018) will replace 7 current salary scales after 2026 if salary reform is complete.
At that time, one of the factors to build 5 new salary tables for civil servants, public employees and armed forces was to abolish the basic salary level and officially apply the basic salary level (specific amount) to determine the salary level in the new salary table (Based on Section 3.1, Section 2, Resolution 27-NQ/TW in 2018).
Thus, when reforming wages and abolishing the basic salary, the 7 salary scales of civil servants, public employees and armed forces will officially be replaced by 5 new salary scales.
