The Hanoi Party Committee is implementing a plan to arrange and select personnel for the new grassroots government apparatus, according to the direction in Directive No. 45-CT/TW dated April 14, 2025 of the Politburo on Party congresses at all levels towards the 14th National Congress of the Party.
When considering the arrangement of personnel for leadership positions in new communes and wards, the City Party Committee requires relevant agencies to base on the political qualities, capacity, strengths, prestige, experience and work results of each cadre. In addition, an important principle is applied, which is the order of priority.
In case there are many cadres holding equivalent positions, priority will be given to selecting those who are in the planning for higher positions or have been planned to be assigned to that position.
For example, when it is necessary to appoint a new Deputy Secretary of the Commune Party Committee, if there are many candidates from the district level, priority will be given to those who are members of the Standing Committee of the District Party Committee and are in the planning of the Secretary or Deputy Secretary of the district.
The Hanoi Party Committee also noted that when arranged, the city will prioritize the arrangement of officials who are members and members of the Standing Committee of the City Party Committee in key administrative units to ensure the leadership and direct direction of the City Party Committee and Standing Committee.
The title of Deputy Secretary of the Commune Party Committee will be given priority to the Deputy Secretaries of the District Party Committee. If necessary, it can be expanded to members of the Standing Committee, Vice Chairmen of the People's Council, People's Committees of districts, district Party Committee members, or heads of district-level departments, branches, and units.
If the requirements are still not met, the competent deputy head of the district-level department and the Deputy Secretary of the commune-level department will be considered.
