On the morning of May 6, the small house of Mr. Nguyen Nhu Oanh (Hamlet 20, Xuan Bang Village, Nam Son Commune, Soc Son District, Hanoi City) suddenly became bustling with laughter. More than 100 affected households from Nam Son Waste Treatment Complex, 500m radius, came to share their joy when a new compensation, support and resettlement plan is about to be available.
"We call this the day to "clear" the Nam Son landfill. After more than 20 years of living in pollution, suffering all kinds of hardships, now I see such a clear ray of hope," Mr. Oanh said emotionally.
Nam Son waste treatment complex was built and put into operation in the late 1990s, initially with an area of about 83ha. During the first 15 years, the project has little reaction from the people. But in 2011, when the city expanded the processing area for another 73.73ha with 8 new burial tanks, the distance between the landfill and the houses shortened only ... 100m.
Mr. Oanh said: "At first, it was 700m from the landfill, but when it was expanded, my house was only 100m away. People from there suddenly became residents of polluted areas, within a radius of 500m without a way out".


The waste treatment process is outdated and lacks cover, causing serious impacts on people's living environment. The strong stench, leachate seeping into the ground, the sound of garbage trucks coming in and out all day and night, high-capacity lights shining straight into the house... have been a constant obsession for many years of the people of Xuan Bang village.
Despite living in polluted environmental conditions, in mid-2024, the Soc Son District Land Fund Development Center drafted a compensation plan with many unreasonable contents. Accordingly, residential land within a 500m area around the landfill is only compensated 78,000 VND/m2, construction works are subject to... 0 VND in some places. This draft has upset the people and continues to persistently petition the city level.
On April 25, 2025, the Hanoi People's Committee issued Notice No. 243, agreed with the report No. 157 of the People's Committee of Soc Son District, officially stopped implementing Decision 3232 (issued since 1999) - the old document is no longer suitable for reality. Instead, the city requires a new compensation plan, close to the actual value and ensuring the rights of people.
"According to the new plan, people will be compensated for the right type of land (residential land, not according to the unit price of agricultural land); construction works will be compensated 100% of the value; at the same time, resettlement land will be arranged appropriately, ensuring minimum living conditions when relocating. This plan has met the people's expectations for more than 20 years," said Mr. Oanh.
Present early at Mr. Nguyen Nhu Oanh's house, Ms. Nguyen Thi Thu (Hamlet 20, Xuan Bang) also excitedly shared: "We hope that the Soc Son district government will soon complete a detailed plan, so that people can quickly leave the polluted area and start a new, more stable life".


Previously, on April 25, the Hanoi People's Committee issued Document 243 announcing the conclusion and direction of Chairman Tran Sy Thanh at the meeting to consider and resolve difficulties and problems when implementing site clearance by the environmental impact area migration project.
The Chairman of the City People's Committee concluded: Agreeing with the proposed policy of the Soc Son District People's Committee in Document No. 157 dated April 23, 2025.
Assign the Department of Agriculture and Environment to preside over and work with the Department of Construction and relevant units to specifically review the above proposals of the People's Committee of Soc Son district. There are documents guiding the People's Committee of Soc Son district to immediately deploy and implement the contents under its authority.
Requesting the Departments, branches and People's Committees of Soc Son district to faithfully implement the contents within their authority, implement decisiveness, responsibility, decisiveness and effectiveness;
Do not prolong the large-scale and urgent situation, ensure political security, social order and safety, favor socio-economic development, organize Party Congresses at all levels in the capital, apply solutions on the principle of: attaching responsibility to the Chairman of the People's Committee at district and commune levels; do not take advantage to violate the law or for profit.
Previously, Lao Dong Newspaper published a series of articles: "Compensation for land with red books at Nam Son landfill at a price of 0 VND" reflecting the fact that people in the affected area of Nam Son Waste Treatment Complex were upset about the compensation, compensation, and resettlement support plan with many unsatisfactory things.
Accordingly, many families, when receiving the draft Detailed Plan for compensation, support and resettlement prepared by the Soc Son District Land Fund Development Center, were shocked not to receive support for land allocation and resettlement and many construction works on the land were 0 VND and the family's residential land was considered the area of perennial land not in the same plot of residential land, so they were only compensated at 78,000 VND/m2), not supported for resettlement for households.
"The compensation is too small, not in accordance with the provisions of the law, not supporting resettlement for households, so we cannot move out of this polluted area," a household was upset.
