The Ministry of Education and Training officially issued Circular No. 13/2024/TT-BGDDT stipulating standards and conditions for considering promotion of professional titles of public preschool and general education teachers and university preparatory teachers, replacing Circular No. 34/2021/TT-BGDDT dated November 30, 2021. The Circular takes effect from December 15, 2024.
Accordingly, the notable innovation compared to the old regulation is that it does not stipulate the standards and conditions for the promotion exam because the Government has abolished the promotion exam; it does not stipulate the content, form and determination of successful candidates in the promotion exam because the Government has specified in detail in Decree No. 85/2023/ND-CP.
In addition, the new Circular specifically stipulates the standards and conditions for registration for promotion to grade II and grade I for preschool teachers, general education teachers, and university preparatory teachers.
Thus, instead of having to take exams, teachers can register for promotion if they meet the standards of expertise, professionalism, political qualities, professional ethics, and years of work.
For example, a Grade III preschool teacher who wants to be promoted to Grade II must have been rated "Excellent in completing their duties" or higher for two consecutive years. General education and pre-university teachers must have met this condition for three years.
To be considered for promotion from Grade II to Grade I, teachers must have 5 consecutive years of "Good performance" or higher, including at least two years of "Excellent performance". In addition, during the time holding the professional title of Grade II teacher or equivalent, 5 years before the year of consideration for promotion to the professional title must be classified as "Good performance" or higher, including at least 2 years of "Excellent performance".
According to the Ministry of Education and Training, the above standards will help ensure the requirement of a maximum ratio of grade I teachers of 10% and grade II teachers of no more than 50%, according to the guidance of the Ministry of Home Affairs, as well as selecting worthy people.
Currently, teacher promotion is carried out by examination or review (depending on the locality). The professional title rank is also the basis for calculating teachers' salaries. Kindergarten teachers from grade III receive a salary of nearly 6.6-28.2 million VND; teachers from primary to high school, grade III and above, receive a net salary of 7.4-30 million VND. Grade I teachers receive the highest salary.
However, the number of teacher promotion exams each year in each province and city is different, leading to a situation where teachers with the same seniority and achievements are ranked in different ranks.
