The Ministry of Education and Training (MOET) has just issued Circular 13/2024/TT-BGDDT stipulating standards and conditions for considering promotion of professional titles of public preschool and general education teachers and university preparatory teachers.
Accordingly, Article 3 and Article 4 of Circular 13/2024/TT-BGDDT stipulate the standards and conditions for considering promotion to the professional title of preschool teacher grade II and grade I.
Conditions for promotion to grade II preschool teacher from December 15
Preschool teachers are eligible to register for consideration for promotion to the professional title of preschool teacher grade II (code V.07.02.25) when meeting the following standards and conditions:
Appointed to the professional title of preschool teacher grade III (code V.07.02.26);
During the time holding the professional title of preschool teacher grade III or equivalent, there are 2 consecutive years of work before the year of consideration for promotion to the professional title with quality classified as completing tasks well or better; having good political qualities and professional ethics; not being subject to disciplinary action; not being subject to implementation of regulations related to discipline according to Party regulations and laws.

Conditions for promotion to grade I preschool teacher from December 15
Preschool teachers are eligible to register for consideration for promotion to the professional title of preschool teacher grade I (code V.07.02.24) when meeting the following standards and conditions:
Appointed to the professional title of preschool teacher grade II (code V.07.02.25);
During the time holding the professional title of kindergarten teacher grade II or equivalent, there are 5 consecutive years of work before the year of consideration for promotion to the professional title classified as completing tasks well or better, of which at least 2 years are classified as completing tasks excellently; having good political qualities and professional ethics; not being subject to disciplinary action; not being subject to implementation of regulations related to discipline according to Party regulations and laws.
