On July 1, the Ministry of Education and Training reported on the results of the high school graduation exam organization as of June 30, 2025.
Regarding exam preparation, according to statistics from the Ministry of Education and Training, the total number of candidates submitting applications for the exam is: 1,165,289, nearly 100,000 candidates more than in 2024.
100% of candidates have been able to register to take the exam online (of which, the number of candidates taking the exam under the 2018 General Education Program is 1,138,579, accounting for 97.71% of the total number of candidates registered to take the exam; the number of candidates taking the exam under the 2006 General Education Program is 26,710, accounting for 2.29% of the total number of candidates registered to take the exam).
The total exam score is 2,494; the total number of exam rooms is 49,849. The exam locations are located in the locality where candidates study, helping candidates not to travel far, not have to worry about accommodation, creating a more calm and confident mindset when doing research, and at the same time not causing traffic pressure in big cities.
The rate of candidates taking the exam reached over 99.3% of the total number of candidates registered for the exam.
No supervisor was suspended from exam supervision; 41 candidates violated exam regulations and were suspended from exams due to using documents and bringing phones into the exam room; no officials were recorded to have violated exam regulations.
In addition to preparation work, the Ministry of Education and Training believes that this year's exam will meet the goals set out in Resolution 29: "C correct assessment of students' abilities, as a basis for admission to vocational education and higher education".
The exam is designed for candidates to take 2 compulsory subjects: Math, Literature and 2 elective subjects from the subjects students study in grade 12. Accordingly, candidates will be able to choose 2 subjects of their choice to take the exam and get the admission results.
The Ministry of Education and Training said that the exam will increase differentiated questions. In previous years, the exam had few questions to classify students, leading to difficulties in admission, causing many higher education institutions to organize separate exams, causing waste and waste for social resources.
However, the Ministry of Education and Training also affirmed that the exam content belongs to the 2018 General Education Program, not exceeding the requirements of the program. The ratio of thinking level (related to difficulty) is required to closely follow the published reference test; is differentiated and based on test results in 3 regions.
The Ministry of Education and Training acknowledges that there may be many reasons for some information on difficult exam assessment, especially in the Math and English subjects, but it is necessary to wait until the exam score results can be clearly determined.
"To meet the requirements of Resolution 29, Conclusion No. 91 of the Central Committee and the challenges for the exam preparation of the 2025 high school graduation exam, the exam has been adjusted a lot. Although the exam format and orientation for adjusting exam preparation have been announced since 2023, due to the new exam format, it is inevitable that teachers and students will be confused about this year's exam" - the Ministry of Education and Training affirmed.
