Resolution No. 05/2024/NQ-HDND of the People's Council of Hau Giang province (effective from April 8, 2024), in Article 3, stipulates the level of support for cadres, civil servants and public employees voluntarily streamlining their payroll as follows:
Officials, civil servants and public employees who voluntarily downsize their staff will be allowed to resign and enjoy benefits and policies according to the provisions of Decree No. 46/2010/ND-CP dated April 27, 2010 of the Government regulating resignation and retirement procedures for civil servants and Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government regulating recruitment, use and management of civil servants.
In addition to the severance allowance as prescribed in the two Decrees mentioned above, cadres, civil servants and public employees who voluntarily downsize their staff are entitled to one-time financial support policies from the province as follows: Support cadres, civil servants and public employees who voluntarily downsize their staff at the rate of 20 million VND/year, calculated based on the remaining working years until retirement age, but the total amount of support shall not exceed 200 million VND/person and the number of years of support shall not exceed the total working time of the person voluntarily downsizing their staff.
The policy period is one year (full 12 months); in case of odd months, from 1 month to full 6 months is counted as half a year; from over 6 months to under 12 months is counted as a full year.
