YouMe Law Firm LLC said: Pursuant to Clause 4, Article 4 of Circular 148/2018/TT-BQP regulating cultural standards for military service:
a) Select and call up citizens with an 8th grade education level or higher for military service, from highest to lowest. Localities with difficulties in meeting military service quotas will report to competent authorities for consideration and decision to select citizens with a 7th grade education level.
b) Communes in remote areas, areas with especially difficult socio-economic conditions as prescribed by law; ethnic minorities with less than 10,000 people are allowed to recruit no more than 25% of citizens with primary education level, the rest with secondary education level or higher.
At the same time, Clause 4, Article 2 of Circular 148/2018/TT-BQP stipulates the principles and requirements for military recruitment as follows:
Focus on selecting and calling up citizens who have graduated from universities and colleges, and ethnic minorities to improve the quality of building regular forces and reserve forces, contributing to creating a source to build a strong local political base, consolidate national defense and security, and firmly protect the socialist Vietnamese Fatherland.
Thus, with the above provisions, citizens without high school diplomas can still go to military service 2025. However, it will focus on recruiting citizens who have graduated from university and college with occupations suitable to the army's arrangement and use needs.
It should also be noted that to be eligible for military service in 2025, citizens must also meet other standards such as age, political status, and health.
