Decision No. 187/2025/QD-UBND of Ninh Binh Provincial People's Committee (effective from January 1, 2026) stipulates the method of paying social assistance policies through payment service organizations in the province.
Article 3 of this decision stipulates the method of payment for social assistance policies as follows:
1. Social assistance policy payment methods include:
a) Electronic payment: Payment through the account of the subject, the account of the guardian or the account of the authorized person as prescribed by law;
b) Direct cash payment: Direct cash payment at payment points or payment at home for special subjects who are severely disabled people, especially severely disabled people, and elderly people who cannot travel to receive money at payment points without a guardian or authorized person.
2. Implementation time.
a) From January 1, 2026 to the end of May 31, 2026, implement according to 2 payment methods: electronic payment and direct payment in cash (for units that have achieved a 100% payment rate by electronic method, direct payment in cash is not implemented);
b) From June 1, 2026, implement payment by electronic payment method.
Thus, from June 1, 2026, social assistance policy payments will be implemented in Ninh Binh province using electronic payment methods.
The Culture - Society Department of Y Yen Commune People's Committee has also just issued a notice on the method of paying social allowance benefits according to Decision No. 187/2025/QD-UBND of Ninh Binh Provincial People's Committee.
Accordingly, for allowances for April and May 2026, the Department of Culture and Social Affairs will still implement social assistance policy payments in two ways: payment through accounts and payment in cash.
For allowances from June 2026 onwards, the Department of Culture and Social Affairs will implement them in accordance with the provisions of Decision No. 187/2025/QD-UBND of the Provincial People's Committee: From June 1, 2026, social assistance policies will only be paid through bank accounts, without direct cash payment.
