Duc Manh Joint Stock Company has just sent an official letter to the People's Committee of Ho Chi Minh City, the Investigation Police Agency - Ho Chi Minh City Police, the City Department of Construction and press agencies, affirming that the Ly Thuong Kiet social housing project (Dien Hong ward) has not yet opened for sale and has not received applications to buy houses.
Duc Manh Company said that currently, the project has not had a notice of opening for sale, receiving dossiers according to legal regulations, so the company has not received any dossiers from people. The opening for sale of the project must fully comply with the order and procedures according to legal regulations and be approved by competent authorities. When conditions are met, official information will be announced on the website of the Ho Chi Minh City Department of Construction and the investor.
Duc Manh Company emphasized that to date, the company has not received any applications to buy apartments, and has not received deposits, authorized or cooperated with any organizations, individuals or exchanges to broker or offer projects for sale.
Therefore, businesses are not responsible for cases where people voluntarily submit dossiers or deposit through units and individuals who are not investors.
However, through records of functional agencies, victims have appeared in these spontaneous transactions. There are cases of transferring deposits with amounts up to 150 million VND.
In order to limit the situation of outside brokers arbitrarily offering for sale and receiving deposits against regulations, avoiding cases where people are deceived, the investor requests functional agencies to advise people to be very cautious, only access information from official channels and contact the investor directly when the project officially opens for sale.
The Ly Thuong Kiet social housing project is located in a "golden land" in Dien Hong ward, Ho Chi Minh City, on the bustling Ly Thuong Kiet main road, belonging to a trade intersection with wholesale business - commercial centers. The project is 6 km from Tan Son Nhat airport, 2.5 km from Saigon station. Phu Tho DMC has a scale of 4 25 story buildings, with a total of 1,254 apartments. Of which, 1,025 social housing units (selling and leasing) and 229 commercial housing units.
Due to its prime location, the project is receiving great attention from those in need. According to information provided by the Ho Chi Minh City Real Estate Association (HOREA), after receiving the application registration notice, there have been more than 12,000 applications for about 750 apartments in the social housing fund for sale and lease.
Mr. Le Hoang Chau - Chairman of HOREA - said that one of the reasons for the sudden increase in the number of registration dossiers is that the new regulation has removed the residence criterion. This makes people from many localities able to register to buy social housing in Ho Chi Minh City if they meet the conditions on income and housing. As a result, demand is concentrated in large cities, increasing pressure on a few existing projects. If a lottery is organized, it is necessary to rent a stadium to be sufficient for people in need.
Duc Manh Company said that information disclosure will be carried out in 2 phases:
In phase 1, after the project starts, the investor must publicize basic information for people to grasp, monitor and prepare dossiers to register to buy social housing. In this phase, people can submit applications (if they want) so that the investor knows their needs and prepares implementation plans in the next step. However, this is not yet a dossier to resolve the purchase of social housing. According to Duc Manh Company, the project is in the information disclosure phase and is not yet the stage of receiving house purchase dossiers.
In phase 2, announce the time to receive house purchase dossiers. Before selling, the investor must report to the Department of Construction to publicly announce the start and end of receiving house purchase registration dossiers. At the same time, clearly inform the number of units, area as well as selling price.
This process must be announced at least 30 days before officially receiving housing purchase applications. "Only after receiving a notice from the Department of Construction, people will officially submit applications to register to buy social housing. Currently, the project has not reached this stage.
Regarding the "receiving applications", previously the investor announced that it would start receiving applications to buy or rent social housing from February 1 - March 31, 2026.
However, Duc Manh noted that this is only a request registration form, not accompanied by a dossier proving the conditions, so it is completely different from the complete social housing purchase registration dossier as prescribed.
