Maintain the "four determinations
The second Conference of the 14th Party Central Committee issued Regulation No. 19-QD/TW dated April 8, 2026 on political and ideological work in the Party. This is the first time our Party has issued a systematic and comprehensive regulation, affirming a new step in the development of theoretical thinking and very high political determination in building and rectifying the Party and improving the Party's leadership capacity and combat strength.

Maintaining the "four determinations", in his concluding speech at the closing of the 2nd Central Conference, General Secretary To Lam emphasized the "4 determinations" in politics and ideology to maintain identity and break through in the new era, which are:
Firmly applying and creatively developing Marxism-Leninism, Ho Chi Minh's ideology; Firmly achieving the goal of national independence and socialism; Firmly achieving the Party's renovation guidelines; Firmly achieving the principles of organization and operation of the Party.
This is the political viewpoint, the steadfastness of goals, ideals, and the path that Uncle Ho and our people have chosen" - Head of the Central Propaganda and Mass Mobilization Commission emphasized.
Mr. Trinh Van Quyet also stated principles such as: Strictly implement the principle of democratic centralism, self-criticism and criticism; Closely combine "building" and "countering", in which "building" is fundamental, long-term, "countering" is urgent, and regular.
The regulation emphasizes the systematic and interconnected nature of political and ideological work with the entire Party building work, including: organization, cadres, inspection, supervision and mass mobilization; ensuring that political and ideological work does not exist independently, but must proactively go one step ahead, deeply penetrate, dominate and lead all aspects of Party building work.
Switching from "one-way propaganda" to "management, leadership and shaping awareness in the digital age
Regarding the content of political and ideological work, the Head of the Central Propaganda and Mass Mobilization Commission clearly stated that the Regulation expands and elevates the content of political and ideological work, shifting from "one-way propaganda" to "management, leadership and shaping awareness in the digital age"; clarifying the unified whole consisting of two components.
Political work, focusing on maintaining political orientation throughout the Party's activities; all guidelines and policies must originate from national and ethnic interests; closely linked to the task of Party building, preventing and combating political and ideological degradation, "self-evolution", "self-transformation" within the Party.
Ideological work focuses on innovating methods of political theory education, creating unified awareness and action; summarizing practice, developing theory; building Party culture, ethics, and lifestyle; grasping, orienting and leading public opinion; fighting against wrong and hostile views, and protecting the Party's ideological foundation.
The regulation emphasizes the requirement to strongly apply modern science and technology, digital transformation, and build a data system on political and ideological work as a foundation for grasping, analyzing, and forecasting the ideological and public opinion situation, especially in cyberspace; shifting ideological work from "reaction" to "proactive forecasting - leading - control".
Regarding the responsibility of Party committees, heads and cadres, party members, the Party committees are fully and centrally responsible for thoroughly grasping and concretizing the Party's regulations, guidelines, and policies; steadfast in the goal of national independence and socialism; fighting to protect the Party's ideological foundation; leading and directing political and ideological work regularly and substantively; improving the quality of Party activities; strictly managing information and statements; proactively handling complex ideological situations and communication crises.
The head is directly and highest responsible; must directly do, directly direct, and directly be responsible to the end. The key point is where the authority is, the responsibility is there; there is no "safe zone" for the head if leadership is relaxed.
Cadres and party members are not only subjects, but must be direct subjects, "pioneering soldiers on the ideological front"; proactively study, research, actively propagate and spread good values, achievements of the renovation and construction of the country; actively fight and refute wrong and hostile views; do not spread or encourage toxic information.
The content of the Regulation on political and ideological work in the Party has fully covered core issues, both principled and specific, feasible; creating an important basis for improving the quality and effectiveness of political and ideological work throughout the Party, meeting the requirements of building a clean and comprehensively strong Party and political system.
