According to the Department of Social Protection (Ministry of Health), in the past time, the press reflected on the case of a student dying at Hai Ha Social Work Center (Quang Ninh province), which recorded many unusual signs and suspicions related to the responsibility of managing and caring for beneficiaries. Faced with the serious developments of the case, implementing the direction of the leaders of the Ministry of Health, the Department of Social Protection issued a document requesting the Departments of Health of provinces and centrally-run cities to strengthen inspection and supervision of social assistance facilities in the area.
The Ministry of Health requests localities to conduct inspections and reviews of all social assistance facilities, especially non-public facilities; promptly rectify the management, care, nurturing, and assistance of children and vulnerable and vulnerable groups. The operation of facilities must ensure the correct contents licensed, comply with the provisions of Decree No. 103/2017/ND-CP of the Government on the establishment, organization, operation, dissolution and management of social assistance facilities, and related legal documents.
For establishments operating not in accordance with the licensed content, the Ministry of Health requests to resolutely suspend operations according to its authority. At the same time, localities need to closely coordinate with functional agencies to detect, clarify and strictly handle violations of the law (if any).
In addition, for facilities that do not meet the conditions for care and nurturing, the Departments of Health are required to review and hand over to localities subjects with specific addresses; make a list of cases where the place of residence cannot be identified for consideration and transfer to public social assistance facilities to ensure appropriate care and nurturing conditions. The reception of subjects must ensure a quantity suitable to the conditions of facilities and existing staff, avoiding overload and lax management.
The Department of Social Protection also requests social assistance facilities to strengthen measures to ensure security and safety for children and vulnerable groups; research and install monitoring and surveillance equipment systems in appropriate areas to better control care, nurturing and assistance activities.
At the same time, the Ministry of Health emphasized the state management responsibility of the Department of Health and local authorities, especially the People's Committees of communes and wards, in managing, inspecting, and regularly supervising the operation of social assistance facilities in the area.
The Department of Social Protection requests the Departments of Health of provinces and centrally-run cities to urgently implement the above-mentioned contents and report the results to the Department (Department of Social Work) before January 15, 2026 to summarize and report to the Ministry's leaders for consideration and direction.
After the case of a 17-year-old student dying at Hai Ha Social Work Center (facility 2), Quang Ninh province, the Quang Ninh Provincial Department of Health suspended the operation of both facilities of this center. Through a surprise inspection of 19 social work centers in the area, Quang Ninh continued to temporarily suspend the operation of 4 more centers due to not ensuring conditions according to regulations.
Regarding the case, Quang Ninh Provincial Police have prosecuted the case of "Intentional Infliction of Injury", prosecuted many defendants, including the Director of Hai Ha Social Work Center; 6 defendants were temporarily detained, and the remaining cases were applied preventive measures. Quang Ninh Provincial People's Committee requested strict handling of violations, and at the same time reviewed and comprehensively rectified the operations of social work centers in the area.
