Youme Law Firm replied: The expert rank is specified in Article 7 of Circular 02/2021 as follows: "As a civil servant with basic professional qualifications in agencies and administrative organizations from the district level becoming responsible for researching, developing and organizing the implementation of policies and laws by branches, fields or localities ".
Accordingly, in state agencies, political and social organizations ... from the district level or higher, the expert rank is the basic rank.
Pursuant to Article 14 of Circular 02/2021, the ranks of specialized administrative public servants shall be paid according to Table 2 - Professional and professional payroll with officials and public servants in state agencies issued together with Decree 204/ 2004 of the Government.
In particular, senior expert rank applicable to civil servant salary of A3, group A3.1 from the salary coefficient 6.2 - 8.0.
The main specialist rank applies to civil servants of type A2, group A2.1 from the salary coefficient 4.4 - 6.78.
The rank of specialists applying A1 civil servant salary from the salary coefficient 2.34 - 4.98.
Personnel rank application of civil servant type A0 from the salary coefficient 2.1 - 4.89.
Employee rank application of type B civil servants from the salary coefficient of 1.86 - 4.06.
Particularly civil servants who are responsible for driving the agency without an intermediate diploma or higher, the salary of the executive and service is applied in Table 4 issued with Decree No. 204/2004.
