From July 1, Decree 151/2025/ND-CP regulating the division of authority of local authorities at 02 levels, decentralization of authority, and delegation of authority in the land sector officially took effect.
The Decree clearly stipulates the responsibility of the Chairman of the People's Committee at the commune level in implementing state management of the contents of the Land Law.
Accordingly, organize the implementation of the enforcement decision, implement the compulsory inventory decision prescribed in the Land Law.
Organize the implementation of enforcement decisions and implement land recovery decisions as prescribed in the Land Law.
In addition, the Chairman of the People's Committee at the commune level is responsible for organizing the enforcement of land use decisions
At the same time, participate in the Land Price List Appraisal Council; participate as Chairman of the Land Price Appraisal Council prescribed in Clause 3, Article 161 of the Land Law.
Organize the implementation of the decision to enforce the decision to resolve land disputes.
The Chairman of the People's Committee at the commune level promptly detects, prevents and handles violations of the law on land management and use in the locality according to his authority.
The Decree also clearly states that the Chairman of the People's Committee at the commune level is responsible for implementing state management of the contents of Decree No. 102/2024/ND-CP such as:
Participate in the Council for determining the compensation level for damages caused by land use as prescribed in Clause 3 and Clause 4, Article 29 of Decree No. 102/2024/ND-CP;
join the Steering Committee as prescribed in Clause 1, Article 67 of Decree No. 102/2024/ND-CP.
