On the morning of June 16, Party Central Committee member, Deputy Prime Minister Tran Hong Ha chaired a meeting to give opinions on the Policy dossier of the Law on Civil Aviation of Vietnam (replacement) to institutionalize the Party's guidelines and policies, the direction of the Government, in accordance with international treaties, regulations and new recommendations of the International Civil Aviation Organization (ICAO).
In his speech, Deputy Prime Minister Tran Hong Ha emphasized that new mechanisms and policies on aviation must aim to create breakthroughs, remove bottlenecks, improve state management capacity in a clear, correct direction, closely following reality; pave the way for the development of the modern and integrated aviation industry.
The Deputy Prime Minister requested the drafting agency to absorb opinions, complete the dossier, ensure clear regulation of the contents that need to be legalized (under the authority of the National Assembly), and at the same time reasonably delegate to the Government in organizing implementation.
At the same time, it is necessary to comply with the spirit of Resolution 66-NQ/TW on innovation in law-making work. What is "ripe and clear" is included in the law; what is "unclear" is regulated in the direction of policy orientation, piloting (sandbox), avoiding practical bottlenecks.
Agreeing with the proposal to separate two groups of aviation security and safety policies, the Deputy Prime Minister proposed adding regulations on aviation security for drones participating in civil aviation transport in the direction of legalizing or including them in research and piloting.

According to the Deputy Prime Minister, the new Aviation Law needs to be completely handled, which is the mechanism for using land, defense and security assets combined with dual-use civil targets at airports, not allowing overlap between aviation, land and defense laws.
Clearly define public-private relations in investment - operation - management of port infrastructure, avoid overlap and lack of transparency, " partly managed by the state, partly responsible by the private sector".
The drafting agency needs to review competition policies, allocate flight times, exploitation franchises, etc. to ensure fairness between state-owned and private airlines, as well as the mechanism to support Vietnam's aviation development and the capacity to integrate internationally - the Deputy Prime Minister emphasized.
Regarding international commitments, especially with ICAO, the Deputy Prime Minister requested to include in the law the contents that have been agreed upon, especially related to the organization of the apparatus, functions and tasks of state management agencies in aviation.
In addition, it is necessary to supplement policies on environmental protection and sustainable development in the aviation industry, such as updating the roadmap for CO2 emission reduction, fully participating in the International Aviation carbon Emission Reduction and Supplementing Program (CORSIA), and encouraging the use of sustainable aviation fuel (SAF).
The Deputy Prime Minister proposed to include the policy of developing the aviation industry in a separate, independent content with a specific roadmap. This is a new field with great potential, which needs to be clearly regulated in the law to gradually form domestic capacity for the production, repair, development of aviation equipment and technical services.
In the context of the emergence of new risks and risks to aviation safety and security, the Deputy Prime Minister said that it is necessary to regulate mechanisms and policies for investment in technology and equipment to monitor, detect and promptly handle flying objects illegally entering the airport area.
