Mr. Chuong said that professional training work was deployed early and synchronously nationwide.

Regarding the work of setting exam questions, printing, copying and transporting exam questions, the Ministry of Education and Training has established an exam question setting council; coordinated with the Ministry of Public Security and related units to ensure strict requirements on security and confidentiality.
The transportation of exam papers continues to be carried out through the system of the Government Cipher Committee. To date, 100% of localities have received exam papers from the Cipher Committee so that they can start printing and copying exam papers according to the plan and regulations.
The Ministry of Education and Training deploys inspection and supervision in all 3 stages before, during and after the exam. Working groups of the Ministry's leaders, departments, specialized departments and higher education institutions have conducted preparation inspections in many localities.
During the exam period, nearly 6,000 officials from universities will participate in inspection and supervision at exam councils nationwide.
Locally, to date, all 34 provinces and cities after arranging administrative units have established Provincial-level Exam Steering Committees, developed exam organization plans, contingency plans and mobilized the participation of relevant departments and agencies.

At the conference, Minister of Education and Training Hoang Minh Son emphasized that the high school graduation exam is of particular importance, not only for considering graduation recognition but also an important basis for university and college admissions and the implementation of some new policies on high-quality human resource training.
According to the Minister, the overarching goal of the exam is to ensure safety, fairness and quality. In recent years, the exam has been organized more and more streamlined, reducing pressure and costs for society, while creating the most favorable conditions for candidates. That success is thanks to the close coordination between ministries, sectors, localities and the close direction of the Government.
To ensure that this year's exam is successful, the Minister requested localities to continue to review all documents, procedures and organizational plans to ensure that all tasks are clearly assigned to people, clear tasks, clear responsibilities, clear authority and clear implementation time.
In addition, Minister Hoang Minh Son requested localities to carefully review the conditions at exam sites, the area for printing and copying exam papers, preserving exam papers, exam papers and the area for sending candidates' belongings; arrange suitable medical room locations, and propagate to students to understand this location.
The Minister also requested localities to proactively equip appropriate technical equipment to detect and prevent fraudulent acts. However, the most important factor is still to raise awareness of responsibility and thoroughly train invigilators.
Localities need to closely coordinate with the police force to guide the use of equipment, identify fraudulent methods and develop effective handling plans. Invigilators before entering the exam room and distributing exam papers need to remind them so that candidates do not accidentally bring phones into the exam room.
The Minister also requested localities to continue reviewing and completing scenarios for responding to natural disasters, extreme weather, technical incidents, food safety, traffic safety and situations arising during the exam organization process. When incidents occur, handling must ensure the legitimate rights of candidates, comply with regulations, implement promptly, calmly and with unity in the Steering Committee.
In addition, inspection work needs to be strengthened at all stages; communication before, during and after the exam must be carried out effectively so that candidates and parents can grasp the necessary notes, thereby implementing regulations and rules correctly.
The Minister requested the Steering Committees for exams in localities to maintain regular connections with the National Steering Committees, promptly report arising issues or issues beyond their authority to be guided on appropriate handling.
The highest goal is to organize the 2026 high school graduation exam safely, seriously, in accordance with regulations, fairly, with quality and without any violations occurring" - the Minister emphasized.
