Before the 14th Vietnam Trade Union Congress, term 2026-2031, Ms. Tran Thi Tiep - Vice Chairwoman of the Vietnam Fatherland Front Committee of Quy Nhon Bac Ward, Chairwoman of the Trade Union of Quy Nhon Bac Ward (Gia Lai) - sent to the Congress recommendations on employment, income, housing and the lives of workers.
Expecting breakthroughs in wages and housing for workers
According to Ms. Tiep, employment, income, housing and the lives of workers are issues that need to be prioritized by the 14th Vietnam Trade Union Congress. In the context of increasing living costs, many workers and laborers, especially in non-state-owned enterprises, still face many difficulties.
In addition, the situation of social insurance debt, late payment of insurance, unsafe working environment and work pressure are directly affecting the lives and psychology of workers. A part of workers also face difficulties in adapting to digital transformation and new requirements of the labor market due to limitations in professional skills and age.

From reality, Ms. Tiep proposed that the Congress continue to have stronger policies to protect the legitimate and lawful rights and interests of workers; improve the quality of dialogue and collective bargaining at enterprises; and pay more attention to spiritual life and welfare policies for Trade Union members.
Regarding the issue of income and housing, Ms. Tiep proposed that the Congress continue to propose and recommend to the Party and State to have salary reform policies suitable to the actual living standards, ensuring that the income of workers meets basic living needs, helping them feel secure and stick with the business for a long time.
In fact, many workers still have to live in cramped boarding houses, living conditions are still limited. Therefore, Ms. Tiep proposed that the Congress continue to propose policies to support workers to access social housing with simple procedures, preferential interest rates and convenient locations near workplaces, especially in concentrated industrial parks.

I expect the Trade Union organization to continue to promote its role as a bridge between workers and the government and businesses; promote welfare programs, loan support, housing rental support and care for children of workers in difficult circumstances," Ms. Tiep expressed.
Innovation to improve the effectiveness of care and representation
Regarding the innovations in the 2026-2031 term, the Chairman of Quy Nhon Bac Ward Trade Union expects the 14th Congress to create strong changes in the operating methods of the Trade Union organization in a closer, more practical and effective direction for union members and workers.
According to Ms. Tiep, one of the current requirements is to promote the application of digital technology in union member management, receiving feedback, legal advice and supporting workers more quickly and conveniently. Trade unions need to continue to enhance their representative role, protecting workers' rights through dialogue, collective bargaining and monitoring the implementation of policies and laws at enterprises.
She also expects that in the next term, the Trade Union organization will develop more care models suitable to the actual needs of workers, while improving the quality of vocational training programs, skills training, health care and supporting union members in difficult circumstances, especially female workers and workers in special circumstances.
I believe that the 14th Congress of the Vietnam Trade Union will continue to affirm its role as a reliable support for union members and workers in the new period," Ms. Tiep expressed.
