Dealing with high-tech fraud and artificial intelligence (AI) applications.
On the morning of June 2nd, the Ministry of Education and Training organized a national conference to thoroughly grasp the organization of the 2026 high school graduation exam.
Reporting on the exam preparation work, Mr. Huynh Van Chuong - Director of the Department of Quality Management (Ministry of Education and Training) said that this year's exam is basically kept stable as in 2025, with adjustments to some technical contents in the regulations to suit the arrangement of the organizational structure and the two-level local government model.
According to Mr. Chuong, up to this point, all work is ready for organizing the 2026 high school graduation exam. However, the exam also faces some challenges such as potential risks of being affected by extreme weather such as hot sun, thunderstorms, rain and storms, especially in the northern mountainous provinces.

In addition, after merging provincial-level administrative units, the scale of candidates in many localities has increased sharply, requiring stricter management and administration.
In addition, the risk of fraud by high-tech equipment and the application of AO continues to be an issue that functional agencies pay special attention to.
Regarding the work of ensuring security and safety for the exam, Mr. Vu Manh Tuan, Head of Department 6, Internal Political Security Department (A03), Ministry of Public Security affirmed that the police force is mobilized to the maximum to support the stages of the exam; develop plans to ensure traffic order and safety, fire prevention and fighting, rescue and relief at exam sites, especially in remote, isolated areas, areas at risk of natural disasters and storms.
The Ministry of Public Security also closely coordinates with the education sector in ensuring security and safety for the stages of exam question issuance, exam question transportation, exam question handover and protection of the exam question printing area. At the same time, professional units have reviewed and assessed security for the software serving the exam, promptly overcoming shortcomings to ensure the system operates safely.
One of the key tasks of particular concern to the Ministry of Public Security is to proactively grasp the situation early and remotely to detect and prevent risks affecting the security and safety of the exam, especially acts of fraud using high-tech equipment, using artificial intelligence (AI), spreading false information or violations related to protecting state secrets regarding exam questions.

Faced with the reality of recent years, the use of high-tech devices to cheat on exams is becoming increasingly sophisticated, the Ministry of Public Security has directed local police to strengthen propaganda and thoroughly grasp the regulations on protecting state secrets for 100% of candidates, parents and officials participating in the exam; clearly recognize that leaking or leaking exam questions or information related to exam questions not only violates regulations but can also be handled according to the provisions of criminal law.
Strengthen training for exam supervisors, tighten inspection to limit violations of regulations at exam sites.
Regarding the preparation work in the coming time, the Ministry of Public Security requests the education sector to continue to closely coordinate with the police force to review all exam sites, areas for printing and copying exam questions and grading; promptly overcome any shortcomings and limitations if any.
At the same time, strengthen propaganda to raise awareness and responsibility of candidates, parents and exam officers in preventing fraud, especially high-tech fraud.
The Ministry of Public Security also recommends that localities use technical equipment to detect high-tech equipment serving exam cheating; and at the same time organize training for forces to use these equipment to promote effectiveness in practice.
Locally, Mr. Nguyen Van Hien - Director of Hanoi Department of Education and Training said that experience from organizing the 10th grade entrance exam has shown that there is still a phenomenon of candidates intentionally using technological means brought into the exam room. Therefore, improving the professional responsibility of invigilators is particularly important.
We will continue training and deployment sessions, and at the same time, emphasize the role of teachers to minimize candidates from violating exam regulations regarding bringing support facilities into the exam room" - Mr. Hien said.
The Director of the Ho Chi Minh City Department of Education and Training also said that in this year's exam, the locality used technical means to detect exam cheating using high-tech equipment at some exam sites.
