The Ministry of Education and Training has issued Circular No. 24/2024/TT-BGDDT on the regulations for high school graduation exams, applicable from the 2025 exam.
One of the notable contents is to clearly stipulate three cases where candidates are exempted from all exams.
Accordingly, three groups of candidates are exempted from the high school graduation exam, including:
First, candidates are called up to the national team to compete in international or regional Olympics in cultural sports, according to the decision of the Minister of Education and Training.
Second, candidates are members of the national team participating in international or regional Olympic competitions in science, technology, culture - arts.
Third, candidates with severe disabilities, people with severe disabilities as prescribed in Decree No. 28/2012/ND-CP of the Government; resistance fighters infected with toxic chemicals that reduce their working capacity by 61% or more; children of resistance fighters infected with toxic chemicals, and those who have a working capacity reduction of 61% or more.
In addition to the cases of exemption from the entire exam, Circular 24/2024/TT-BGDDT also stipulates that some subjects are exempted from the Foreign Language subject in the graduation consideration, in order to create more favorable conditions for candidates.
Accordingly, the Ministry of Education and Training exempts the Foreign Language exam from the recognition of high school graduation for the following subjects:
Members of the national team participating in the International Olympic competition in Foreign Languages according to the Decision of the Minister of Education and Training are exempted from the foreign language test in the consideration of recognition of high school graduation;
People with one of the foreign language certificates specified in the appendix of this Regulation or foreign language certificates recognized by the Ministry of Education and Training equivalent to the 6-level Foreign Language Competency framework for Vietnam (reaching level 3 or higher and valid until the date of application) are exempted from the Foreign Language exam in the consideration of recognition of high school graduation;
Those who are eligible for exemption from the Foreign Language exam but still want to take the Foreign Language exam in the graduation exam must use the Foreign Language exam results to calculate the high school graduation score.
Subjects exempted from the Literature exam in the consideration of recognition of high school graduation include
Foreigners have Vietnamese certificates according to Vietnamese competency framework for foreigners (reaching level 3 or more) are exempted from Literature exam in the recognition of high school graduation. For people who are eligible for the exam for Literature but still want to take the Literature exam in the graduation exam, they must use the results of Literature exam to calculate the high school graduation exam score
Exemption from exams for some groups of candidates is not only to recognize outstanding contributions and achievements but also to demonstrate humanity and support for disadvantaged candidates in society.
The 2025 high school graduation exam is expected to take place at the end of June, with many new points in the organization and regulations of the exam to ensure fairness, objectivity and suitability with actual conditions.
