On the afternoon of April 29, in Hanoi, the Office of the President held a press conference to announce the President's Amnesty Decision for 2025.
Decision No. 767/QD-CTN of the President clearly states the amnesty for 8,055 prisoners serving prison sentences and 1 person whose prison sentence is temporarily suspended, who are eligible for amnesty in 2025.
This decision takes effect from 1.5.2025. The Prime Minister, the President and members of the Special Amnesty Advisory Council, the Chief Justice of the Supreme People's Court, the Head of the Supreme People's Procuracy, Chairman of the Office of the President are responsible for implementing this Decision.

This year, on the occasion of the 50th anniversary of the Liberation of the South and National Reunification Day (April 30, 2025), at the request of the Amnesty Advisory Council, on April 29, 2025, the President signed Decision No. 767, amnesty for prisoners serving prison sentences and those whose prison sentences are temporarily suspended.
Like previous amnesty sessions, the process of considering and deciding on amnesty for prisoners serving prison sentences and those whose prison sentences are temporarily suspended is carried out strictly, publicly, fairly, accurately and ensures democracy according to the provisions of law.
Based on their functions, tasks and powers, on March 7, 2025, the Amnesty Advisory Council issued Instruction No. 21 to implement the President's Decision on special pardon in 2025; The Supreme People's Court issued Instructions on implementing the President's Decision for those whose prison sentences are being postponed or temporarily suspended.
After that, the Ministry of Public Security - the Standing Agency of the Council held a training conference on amnesty work from the central to local levels.
At the same time, sectors, levels and localities according to their assigned functions and tasks have specific implementation plans.
The special pardon in 2025 decides to release prisoners serving prison sentences in prisons, temporary detention camps and those whose prison sentences are temporarily suspended with conditions as prescribed in Decision No. 266 dated March 3, 2025 of the President.
However, other additional penalties such as: ban from taking on positions, probation, fines, compensation for damages, and other civil obligations, prisoners who are granted amnesty must still fully comply with the provisions of law.
