Regarding the case of "Parents' representative board accused of overcharging, school forced to stop sponsoring" reflected by Lao Dong Newspaper, Quy Nhon Nam Ward People's Committee (Gia Lai) determined that the labor cost of cleaning and roofing between two rows of classrooms implemented by Nguyen Van Cu Elementary School and the Parents' Representative Board (BDDPH) is not in accordance with the regulations in Circular No. 16/2018/TT-BGDDT dated August 3, 2018 of the Ministry of Education and Training.
According to Quy Nhon Nam Ward People's Committee, from September 2025 to the time of inspection (January 16, 2026), the total amount of money BDDPH of Nguyen Van Cu Elementary School mobilized from parents of students in classes is more than 469 million VND.

In which, the cost of mobilizing to build a rain shelter dome is more than 153 million VND and mobilizing to hire workers to clean students' toilets is more than 316 million VND.
The total amount spent on the rain shelter dome item is more than 159 million VND; hiring sanitation workers is 153 million VND (as of December 31, 2025) and the remaining amount is more than 156 million VND.
Recognizing that the mobilization and receipt of sponsorship were not in accordance with regulations, Quy Nhon Nam Ward People's Committee requested Nguyen Van Cu Elementary School and BDDPH to return the entire amount of more than 469 million VND mobilized from parents.

Talking to Lao Dong Newspaper, Ms. Mac Hoan To Quyen - Principal of Nguyen Van Cu Elementary School - said that she has requested BDPF to comply with the direction of Quy Nhon Nam Ward People's Committee. BDPF has also committed to return the entire amount of money mobilized to parents.
Currently, BDDPH has fully reimbursed the remaining sponsorship amount (more than 156 million VND) to parents of the classes. For the amount spent on roofing and cleaning items (totaling more than 312 million VND), BDDPH will continue to fully reimburse within the next 1-2 days, no later than Tuesday - January 27th," Ms. Quyen said.

To date, BDDPH has collected more than 457 million VND. As of January 10, 2026, BDDPH has spent more than 312 million VND, including roofing fees of more than 159 million VND and sanitation fees in the 3 months of October, November and December 2025 of 153 million VND (51 million VND/month), leaving more than 144 million VND.
