On January 22, Quy Nhon Nam Ward People's Committee (Gia Lai) said that it had the results of inspection and verification of information Lao Dong Newspaper reflected about the "Parents' representative board accused of overcharging, school forced to stop sponsoring" occurring at Nguyen Van Cu Primary School.
According to records and documents provided by the school and the Parents' Representative Board (BDDPH) of the school, from September 2025 to the time of inspection (January 16, 2026), the total amount of money BDDPH mobilized from parents of students in grades is more than 469 million VND.
In which, the cost of mobilizing to build a rain shelter dome is more than 153 million VND, the class contributed the highest is 3 million VND and the lowest is 1 million VND. The cost of mobilizing to hire workers to clean students' toilets is more than 316 million VND, the class contributed the highest is 10 million VND and the lowest is 1.3 million VND.

Through actual inspection, a new rain arch roof with iron frames and corrugated iron roof connected between two rows of classrooms has been formed in the schoolyard. The total amount spent on this item is more than 159 million VND. For hiring cleaning workers, the total amount paid to the service provider as of December 31, 2025 is 153 million VND. After spending on the above 2 items, the remaining amount is more than 156 million VND.
Quy Nhon Nam Ward People's Committee affirmed that there is no policy to allow sponsorship mobilization to implement the contents of roofing and cleaning up students at Nguyen Van Cu Elementary School as the Head of the Board of Directors announced on the parents' group.
From the inspection results, Quy Nhon Nam Ward People's Committee determined that the labor costs for cleaning and roofing between two rows of classrooms implemented by Nguyen Van Cu Primary School and BDDPH were not in accordance with the regulations in Circular No. 16/2018/TT-BGDDT dated August 3, 2018 of the Ministry of Education and Training (MOET).
Quy Nhon Nam Ward People's Committee has directed the Department of Culture and Society to guide Nguyen Van Cu Elementary School to explain and clarify responsibilities in complying with the regulations of the Ministry of Education and Training on organizing fundraising from parents; and at the same time advise the Chairman of the Ward People's Committee to consider and direct handling according to regulations.
Quy Nhon Nam Ward People's Committee requested Nguyen Van Cu Primary School and BDDPH to be responsible for returning the entire amount of more than 469 million VND mobilized from parents to implement contents that are not in accordance with the regulations of the Ministry of Education and Training and there is no policy from competent authorities.
As Lao Dong Newspaper has reported, from the beginning of the 2025-2026 school year, BDDPH has mobilized parents to donate money to build roofs and clean up, with a total amount according to the proposed plan of 624 million VND for 52 classrooms, each class 12 million VND.
To date, BDDPH has collected more than 457 million VND. As of January 10, 2026, BDDPH has spent more than 312 million VND, including roofing fees of more than 159 million VND and sanitation fees in the 3 months of October, November and December 2025 of 153 million VND (51 million VND/month), leaving more than 144 million VND. In the second semester (from January to May 2026), BDDPH continues to mobilize parents to donate more than 110 million VND to maintain cleaning activities...
