Statistics from the Provincial Labor Federation, Ninh Binh currently has 75 operating industrial parks and clusters (including 32 industrial parks and 43 industrial clusters) with nearly 700,000 workers, of which female workers account for nearly 80% of the total number of workers and are at the age of giving birth and raising young children, so the demand for childcare is very high.
However, currently the number of industrial zones and clusters in Ninh Binh province with kindergartens and childcare facilities is very small. Not finding a suitable place to send children, many female workers after giving birth have to choose the solution of resigning or going to work with uneven working days. This not only directly affects the lives of workers but also causes difficulties for businesses because there is often a shortage of labor.

Mr. Nguyen Hai Long - Vice Chairman of the Vietnam Fatherland Front Committee, Chairman of the Ninh Binh Provincial Labor Federation informed that the Provincial Labor Federation has conducted surveys, grasped actual needs, and actively proposed and recommended to the province to pay attention to the issue of building trade union institutions in the process of planning industrial zones and clusters.
At the same time, encourage businesses to promote socialization in building kindergartens at the company to meet the needs of workers. Actively advise superior trade unions and authorities at all levels to create conditions for businesses to have land funds and support a number of appropriate policies to build kindergartens, kindergartens... in industrial zones and clusters.
When the problem of having kindergartens and kindergartens in industrial zones and clusters is solved, it will create conditions for workers to feel secure in their work, helping businesses have sustainable labor resources to develop production, ensure social security and contribute to improving the quality of comprehensive education at all levels of education in the area" - Mr. Long affirmed.

Recently, on December 18, 2025, Ninh Binh Provincial People's Committee issued Plan No. 161 on improving the quality of preschool education in industrial parks in the period 2025 - 2035, with orientations to 2045 in the province.
Accordingly, Ninh Binh province aims to support and improve the quality of preschool education in industrial parks, economic zones, high-tech zones, and industrial clusters where there is a lot of labor to help children access quality, fair and equal preschool education services.
Strive to 2035, 100% of children from 6 months to 36 months old who are children of workers and laborers who need to go to schools and classes and have access to quality preschool education services. 100% of managers, preschool teachers and staff in preschool education institutions are trained to improve their professional and nghiep vu skills annually.

Strive to increase at least 20% the number of children's groups in preschool education institutions and increase at least 10% the number of public kindergartens with organized children's groups under 24 months old; 100% of independent, non-public, and private preschool education institutions meet school safety standards, prevention and control of accidents and injuries according to regulations. Orientation to 2045 is to replicate quality and effective preschool education models, ensuring fairness, suitable to the characteristics of urban areas and industrial parks throughout the province.
