The dispatch of the Ministry of Education and Training clearly stated that according to the National Center for Hydro-Meteorological Forecasting, at 04.00 on June 13, 2025, the center of Storm No. 1 was at about 17.9 degrees North latitude; 108.9 degrees East longitude, in the sea south of Hainan Island (China).
The strongest wind near the storm center is level 10, gusting to level2; moving northwest at a speed of about 10km/h. Forecast for the next 24-72 hours, Storm No. 1 will move in the eastern sea area of the North of the Gulf of Tonkin, moving north-northeast then turning north-northeast, about 10km/h, wind level 9-10, gust level 13.
The danger zone is from the north of latitude 16.0 degrees North, causing heavy rain in coastal provinces from Quang Ngai to Quang Ninh. Natural disaster risk level: Level 3.

To proactively respond to Storm No. 1, the Minister of Education and Training requested the Directors of the Departments of Education and Training of provinces and cities from Quang Ngai to Quang Ninh to regularly closely monitor the storm's developments, be on duty 24/7; maintain regular contact with authorities and local rescue forces to promptly respond in case of incidents.
The Ministry of Education and Training also requires local Departments of Education and Training to develop safety plans, prepare necessary conditions for facilities and teaching equipment for the 2025 High School Graduation Exam; establish information channels for parents to manage students when participating in the exam, minimizing the risks due to natural disasters.
At the same time, urgently overcome the damage (if any); clean up and sanitize schools and classrooms immediately after storms to ensure safety, cleanliness, and disease prevention.
Continuously update information, summarize damage and develop a handling plan to report to the provincial People's Committee for remediation, and report to the Ministry of Education and Training.
According to the National Center for Hydro-Meteorological Forecasting, as of 1:00 p.m. this afternoon (September 13), the center of the storm was located in the eastern sea of the Gulf of Tonkin, about 235km south-southeast of Bach Long Vi Island. The strongest wind near the storm center is level 11 (103-117km/h), gusting to level 14; moving north at a speed of 10-15km/h.
In the next 12 hours, storm No. 1 will change direction, moving in the North Northeast direction at a speed of 10-15km/h. By 1:00 a.m. tomorrow (September 14), the center of the storm will be in the eastern area of the Northern Gulf of Tonkin, with the strongest wind level 11-12, gusting to level 14.
