At the same time, strictly implement Official Dispatch No. 1000/SGDĐT-KHTC of the Department of Education and Training on prevention and control of storm No. 3 in 2024.
Including re-examining all houses, classrooms, warehouses..., having appropriate forms to brace trees, houses..., paying attention to degraded works, works under construction. Fully preparing materials, means of flood and storm prevention and some necessary necessities to prevent complicated developments of storms. Moving equipment, teaching aids, textbooks... to safe places.
The Department of Education and Training also requested schools to promptly repair damage, clean up and sanitize classrooms immediately after the storm, ensuring safety, cleanliness, and disease prevention in schools.
Bac Giang
On the morning of September 6, the Department of Education and Training of Bac Giang province sent a document on continuing to respond to storm No. 3 to its affiliated units and heads of the Department of Education and Training of districts, towns and cities.
Accordingly, the Department of Education and Training requested heads of units to let students in the whole province have a day off on Saturday (September 7). Particularly on Friday afternoon (September 6), depending on the actual situation of storm No. 3 and the weather in each area, heads of units will proactively decide to let students have a day off to ensure safety and arrange make-up classes at an appropriate time.
The Department of Education and Training also requested that units continue to deploy staff and teachers on duty, implement plans to ensure the safety of facilities, assets, equipment, and handle situations.
In Hai Phong, on the afternoon of September 5, Chairman of Hai Phong City People's Committee Nguyen Van Tung chaired a meeting with functional departments, units and localities on prevention work No. 3 (super typhoon Yagi).
The Chairman of the Hai Phong City People's Committee requested departments, agencies, and localities to focus on reinforcing vulnerable dyke areas and moving people from dilapidated apartment buildings. Hai Phong will ban the sea from 11am on September 6 until further notice.
To ensure the safety of students in the face of the storm’s complex developments, Hai Phong has decided to close schools from September 7 until the storm clears. Schools used as evacuation sites will be closed from the afternoon of September 6.
In Quang Ninh, on the afternoon of September 5, the People's Committee of Quang Ninh province issued an urgent document directing response to storm No. 3.
Accordingly, the People's Committee of Quang Ninh province assigned the provincial Department of Education and Training to proactively direct students at all levels in the province to stay home from school if necessary to ensure the safety of students and teachers, based on the situation of rain and storms.
At the same time, direct educational institutions to closely monitor the developments of storms, deploy plans to prevent and combat storms, heavy rains, floods, flash floods and landslides and provide timely and complete information to teachers, parents and students, especially in coastal areas, rivers, streams, dams, dykes... to proactively take preventive measures.
At the meeting of the National Steering Committee for Natural Disaster Prevention on the afternoon of September 5, a representative of the National Center for Hydro-Meteorological Forecasting said that there would be heavy rain in the afternoon and night of September 7-8. It is forecasted that by the afternoon of September 8, coastal winds will decrease, with rain concentrated in the Northwest.
The strongest wind near the storm's center when it makes landfall may be level 13-14, gusting over level 17. Storm No. 3 is currently moving in a West-Northwest direction, at a speed of about 10-15 km/h.
From early morning on September 7, the coastal areas of Quang Ninh to Thanh Hoa have winds gradually increasing to level 6-7, then increasing to level 8-9, the area near the storm center has winds of level 10-12, gusting to level 14; the inland areas of the Northeast including Hanoi have strong winds of level 6-8, gusting to level 9-11.
From the night of September 6, the North and Thanh Hoa will have heavy to very heavy rain, with rainfall ranging from 100-350mm, with some places receiving over 500mm. Beware of flooding in low-lying areas, urban areas, landslides, and flash floods in mountainous areas.
